- Sources Sought Information Request THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are any SMALL BUSINESSES with the capabilities and experience to perform certain work. ALL INTERESTED PARTIES are invited to submit a Capabilities Statement. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. The extent of the work will be described in the solicitation which may soon follow. PURPOSE: This is a Sources Sought announcement to assess the interest and qualifications of Small Business firms, in competing for a contract for an anticipated procurement entitled "Seismic and HVAC Upgrades to the Gymnasium (Building No. 26) at the Sierra Nevada Job Corps Center" at Sierra Nevada Job Corps Center in Reno, Nevada. The information provided will be used to determine whether to issue the proposed solicitation as a competitive set-aside or whether to issue as full and open competition (unrestricted). The information provided will not be disclosed out of the agency and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Submission of any information in response to this sources sought notice is completely voluntary. PROJECT INFORMATION: The U.S. Department of Labor (DOL) seeks Small Business firms to construct Seismic and HVAC Upgrades to the Gymnasium (Building No. 26). The work involves the structural retrofit and renovation of the existing Gymnasium, Building No. 26, at the Sierra Nevada Job Corps Center located in Reno, Nevada. The structural retrofit work involves structural upgrades to the existing roof diaphragms, as well as, roof diaphragm to CMU wall connections for seismic compliance. The renovation work includes removal and replacement of existing roof systems; removal and replacement of existing glazing systems; installation of an Exterior Insulation and Finish System (EIFS) to the exterior of the building; removal and replacement of the existing heating and ventilating systems with new HVAC units, ductwork and controls; asbestos abatement; lead paint remediation; and removal and disposal of an existing underground fuel tank and associated piping. Also included in the work is the removal and replacement of existing concrete walkways and landings, and installation of an underground roof drainage system. This anticipated project is currently slated as an Invitation for Bid (IFB) procurement to be conducted per the procedures outlined in Federal Acquisition Regulation (FAR) Parts 14 and 36 Magnitude of this project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. PLACE OF PERFORMANCE: Sierra Nevada Job Corps Center 14175 Mount Charleston Street Reno, NV 89506 PERIOD OF PERFORMANCE: Substantial Completion: 223 calendar days after issuance of NTP Contract Completion: 279 calendar days after issuance of NTP WHO MAY RESPOND: Interest in this Sources Sought announcement is open to Certified Small Business contractors, relative to the primary NAICS code 236220 with a Small Business size standard of $33.5 million dollars. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be set aside or unrestricted. All interested Firms shall be registered via the SAM (System for Award Management) internet site at http://www.sam.gov. SUBMISSION REQUIREMENTS: All interested Firms shall submit a Capabilities Statement to include, but not limited to: the vendor's DUNS number; a minimum of three (3) but no more than five (5) projects completed within the last five years that are relevant to the work as required within this notice; and a valid point of contact for each project listed within a limit of no more than five (5) pages (as a Capabilities Statement). CAPABILITIES EVALUATION CRITERIA: 1. Previous projects of similar scope and value General Contractor has completed two or more seismic upgrade and HVAC replacement construction projects with a $1M to $3M constructed value range within the last five years. General Contractors shall have also completed a minimum of one roof replacement project and one project including hazardous materials remediation within the last five years. 2. Project Location General Contractor completed three or more construction projects in the Western United States in the last five years indicating familiarity with local conditions and subcontracting community. 3. Cost control, project schedule, and quality of work General Contractor has proven record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time and on or below budget. The contractor has exceptional record on minimum change orders - indicate a percentage of change order value relative to the total construction value. 4. Government Previous Experience General Contractor has previous contract experience working on the public sector projects over last 5 years. Project Manager and a Superintendent have a proven record working on projects with the Federal Government. 5. Project Tools/Software General contractor is experienced in utilizing project management software and in project team use of tools and software.
