Description
Notice of Intent to Sole Source The Department of the Air Force, Air Education and Training Command (AETC) intends to negotiate a Sole Source non-commercial procurement with Boeing, the original equipment manufacturer (OEM) for the F-15SA aircraft. The proposed procurement is for program management, courseware development, training, and associated support required by the Royal Saudi Air Force (RSAF) in support of their on-going procurement of the new F-15SA aircraft for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than October 30th 2012 noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. Point of contact Lisa M. The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: a. This is a contract for highly specialized training services related to the sustainment of the Boeing, F-15SA aircraft procurement for the Kingdom of Saudi Arabi, Royal Saudi Air Force (RSAF). As the original equipment manufacturer (OEM), Boeing Company will possess key components for success including production of F-15SA aircraft for aircrew and maintenance training, an engineering simulation device suitable with the correct aerodynamic profile for aircrew training and current and unique country specific technical data (CSTO) that will ensure proper production of aircraft maintenance and aircrew training syllabi. This will allow aircrew and maintenance training ahead of aircraft delivery as required under the Foreign Military Sales (FMS) program. b. Additionally, the F-15 SA is a fly-by-wire F-15 instead of the historic hydraulically actuated F-15s, thus the development of courseware will be impossible without ready access to changes that are occurring with technical data. This type of access can only be obtained through courseware development by the aircraft's OEM, Boeing. Also, in accordance with the Letter of Offer and Acceptance (LOA), the Royal Saudi Air Force (RSAF) requires the engineering training to be integrated with observation at the production plant; therefore, training must occur at the Boeing production plant in St. Louis, Missouri. This contract will provide for the following training items: •1. F-15 SA Aircraft Maintenance Differences Training Syllabi - courseware to be used to train RSAF technicians at multiple locations (by the contractor(s) awarded the contract to train RSAF technicians) in the differences between the current RSAF F-15 C/D/S and the F-15 SA. The courseware/curriculum for the following courses for each specialty identified above is required: a. F-15SA Familiarization Course b. 2A3X1A - F-15SA Fire Control System/Inertial Navigation System Organizational Maintenance Course c. 2A3X1B - F-15SA Auto Flight Control/Instrument Organizational Maintenance C ourse d. 2A3X1C - F-15SA CNI/TEWS Organizational Maintenance Course e. 2A3X3A - F-15SA Crew Chief Organizational Maintenance Course f. 2A3X3A - F-15SA Engine Run Organizational Maintenance Course g. 2A3X3A - F-15SA Aero Repair Organizational Maintenance Course h. 2A6X1E - F-15SA Engine System Organizational Maintenance Course i. 2A6X1E - F-15SA Secondary Power System Organizational Maintenance Course j. 2A6X1E - F-15SA Engine Run Organizational Maintenance Course k. 2A6X3 - F-15SA Egress System Organizational Maintenance Course l. 2A6X4 - F-15SA Fuel System Organizational Maintenance Course m. 2A6X5 - F-15SA Pneudraulic System Organizational Maintenance Course n. 2W1X1E - F-15SA Armament System Organizational Maintenance Course o. 2A6X6 - F-15SA Electrical System Organizational Maintenance Course p. 2A6X6 - F-15SA Environmental Control System Organizational Maintenance Course q. 1P0X1- F-15SA Life Support Organizational Maintenance Course r. Courseware for engineering plant training for the following: Systems Engineering, Aircraft Structure Engineering, Aircraft Avionics Engineering, and Aircraft Weapons System Engineering. s. Courseware for senior officers' familiarization course. •2. Initial Cadre Aircraft Maintenance Training - Boeing is to provide academic and hands-on training that will be providing maintenance differences training from F-15C/D/S to F-15SA at King Khalid Air Base (KKAB) and potentially other locations within the Kingdom of Saudi Arabia. This training would be conducted using the syllabi identified in paragraph 1 and RSAF F-15 SA production aircraft. This training location would most likely be the Boeing production facility due to the required access to the production aircraft. The type and estimated number of aircraft maintenance specialists trained would include at least the following: •a. Avionics Sys, Attack Control (A-Shop), Instruments & Flight Control (B-Shop), Avionics Sys, Communications./Navigation (C-Shop) - 2 Instructors •b. Fighter Aircraft Maintenance Technician (Crew Chief) - 4 Instructors •c. Aerospace Propulsion Tech (110) - 4 Instructors •d. Aircrew Egress Systems - 2 Instructors •e. Aircraft Fuel Systems- 2 Instructors •f. Aircraft Hydraulic Systems- 2 Instructors •g. Aircraft Electrical/Environmental Systems- 3 Instructors •h. Aircrew Flight Equipment- 2 Instructors •i. Aircraft Armament Systems- 4 Instructors •j. Avionics Backshop - 2 Instructors •3. Initial Cadre Flight Instructor Training (pilot and weapons systems officers) - academic, simulator, and flight training for the initial cadre of USAF aircrew supporting the F-15SA program, RSAF aircrew, and an option of training initial cadre of contractor flight instructors (contractor aircrew at multiple locations by the contractor(s) awarded the contract to train aircrew in F-15SA specific courses) to be conducted at the Boeing production facility in St Louis. Flight training program will use F-15SA production aircraft. The current plan is to have up to six USAF crews (12 personnel) and six RSAF crews (12 personnel) attend differences training 3 ‐ 4 months prior to the initial KKAB aircraft delivery in Jan 2015 (i.e. training between Sep-Oct 2014). They would also be available and eligible to lead the aircraft deliveries from St. Louis. An additional differences training class in St. Louis could be considered in the Jan-Mar 2015 timeframe for additional instructor aircrew (4 ‐ 8 individuals). •4. Aircrew Training Courseware and Syllabi - courseware to be used in training RSAF, USAF, and contractor aircrew at multiple locations by the contractor(s) awarded the contract to train aircrew in F-15 SA specific courses. The courseware/curriculum for the following courses for each specialty identified above requires technical data only available from the OEM. Changes in technical data may drive future changes in courseware and syllabi. •a. F-15SA technical data specific courseware to include platform instructional curriculum and curriculum that integrates with or comprised by aircraft simulator training profiles •b. F-15SA IN-FTU Instructor Upgrade course •c. F-15SA TX-Courses to convert RSAF aircrew from various fighter backgrounds •d. F-15SA MQT-Mission Qualification course taught at RSAF operational bases/units •e. F-15SA B-Course-Basic course for initial qualification aircrew •f. F-15SA RSAF Weapons School syllabi/courseware •5. Engineering training - The RSAF has requested that logistics engineers be observers at the Boeing factory and receive engineer training related to the production of their F-15SA aircraft. The training includes systems, structures, avionics, avionics test station, and precision measurement equipment laboratory training. The purpose of the observation and training is for the RSAF engineers to obtain in-depth knowledge needed for the repair and sustainment of the RSAF F-15 SA aircraft. This type of observation that is integrated with training would only be possible from Boeing and conducted at the production facility. •6. Senior Officer Training - Provide an aircraft systems/capabilities and production overview for RSAF senior officers. This would be conducted at the Boeing production facility during the aircraft production process. •7. Digital Electronic Warfare System (DEWS). DEWS is currently under development at Boeing. Boeing will have the proprietary technical data needed to develop courseware/syllabi and to conduct the initial familiarization, maintenance training and aircrew training for operational employment and sustainment. Due to the unique systems of the F-15SA stated above, no other contractor possesses the capability to provide this kind of training and training support services, nor does the United States Air Force (USAF) plan to develop an internal capability to train in this area. The USAF does not have this aircraft in its inventory. Furthermore, the development and implementation of classroom study material (courseware) requires the use of proprietary information. Several hands-on portions require the use of equipment only produced by the OEM. Based on the unique nature of highly specialized training services required, Boeing is the only contractor capable of meeting the total requirement.
