Description
AMENDED TO EXTEND RESPONSE DATE UNTIL 3 PM 19 OCTOBER. ENTITIES THAT HAVE ALREADY RESPONDED DO NOT NEED TO PROVIDE AN UPDATED REPLY UNLESS THEY CHOOSE TO DO SO. This is a Small Business Sources Sought notice to determine the availability and capability of firms classified as 8(a), HUBZone, SDVOSB, or WOSB to develop a Security Forces Qualification and Certification Management Tool for use by Strategic Systems Programs personnel. Security Forces identified the need to merge and automate processes and tools used to track qualifications and certifications, generate guard schedules and perform audits/verifications, and to support user general database needs. Only small businesses that are classified as 8(a), HUBZone, SDVOSB, or WOSB, under NAICS code 541511 are to submit capability packages. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of the announcement. No funds are available for the preparation of responses to this announcement. SUBMISSION DETAILS: All interested companies that meet our intended 8(a), HUBZone, SDVOSB, or WOSB criteria should submit a brief capabilities statement package (no more than five pages in electronic form). The capability statement package shall be submitted by e-mail to David Schofield, SPN 402, Contracting Officer ( david.schofield@ssp.navy.mil ). Responses shall be received at this office no later than 3:00 p.m. Eastern Time on 19 October 2012 and reference this synopsis number in the subject as well as on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Due to the potential volume of questions/inquiries regarding this sources sought synopsis, such questions and inquiries will not receive a reply. The capability statement pachage must address, at the minimum, the following: 1. Company name; Mailing address; e-mail address; telephone number; website address (if available), and the name, telephone and e-mail address of the Point of Contact. 2. DUNS number; CAGE Code, Tax Identification 3. Confirmation of Company as one of the following (per NAICS 541511): 8(a), HUBZone, SDVOSB, or WOSB 4. Capability of some personnel to obtain a Secret clearance. 5. Capability of your company's ability to achieve the objectives outlined below, including previous examples of relevant work, and identification of any existing software that meets or can easily be modified to meet the following objectives. Objectives: The Security Forces Qualification and Certification Management Tool will be a user friendly Windows based software product that provides a security force unit a single source database for tracking and verifying individual security force members training and qualification requirements. The Application shall be capable of generating an accurate security guard schedule ensuring that only qualified and certified personnel assigned to the schedule. The software will then forward that schedule through an approval chain for digital signatures. The application shall incorporate the following features: • Standard database functionality. User defined fields, forms and reports etc.. • Allow for logical linking of database fields within user defined parameters. • Digital approval signatures • Email notification of expired user certification or qualifications. • Support a web based configuration, accessible from remote sites. • Importing and exporting data to and from Microsoft Office products. • Automatically import data from existing MS Access database fields on a predetermined time schedule. • Import data from Navy Knowledge Online (NKO) and Marine On Line (MOL). • Archiving of schedules. • Common Access Card (CAC) enabled. • Help menus and Users Manuals. • Provide an event log for auditing. • Customizable reports. • Store and hyperlink supporting documents in PDF format. • Provide multiple access levels. • Provide for data security and backups. • Meet DoD Information technology and Information Assurance Directives Standards and Requirements.
