Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICTATION ANNOUNCMENT FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is a sources sought announcement to conduct market research to determine the availability of adequacy of potential business sources including the use of any appropriate small business programs prior to determining the method of acquisition and issuance of a Request for Proposal. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone) Small Business, Service Disabled Veteran Owned Small Business, and Small Business firms. Design or Engineering Services are required for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Architect-Engineer Services to provide Environmental Planning and Engineering Services for National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions. The geographic locations to be covered by this contract include the Naval Facilities Engineering Command, Atlantic ™s area of responsibility (AOR). Taskings, however, could be assigned anywhere in the world. The general scope of this contract requires engineering services and military operations specialists as well as the use of engineering sciences, principles, and methods of engineering analysis by individuals whose competence has been attested by licensor as a professional engineer or certified planner. The services required from the A/E firm or joint venture include, but are not limited to, Architectural Engineering (A/E) or Environmental Services for the preparation of Environmental Planning documentation such as Environmental Assessments (EA) and Environmental Impact Statements (EIS) under NEPA, as well as Environmental Reviews and Environmental Studies under EO 12114. The preponderance of work under this contract will be NEPA/EO documentation of proposed operations and training-related actions. However, other tasks, studies, surveys, or documents may be assigned to complete the environmental planning documents in support of the Warfighter and related Warfighter activities. Example taskings include, but are not limited to, environmental documentation for training ranges with air, land, and/or at-sea components and major training exercises including estimations of marine mammal exposures from ordnance and sonar activities. General guidelines for preparation of the NEPA documentation are contained in the Council on Environmental Quality (CEQ) Regulations (40 CFR 1500 et seq.) and Navy Instructions as published, 32 CFR Part 775 and OPNAVINST 5090.1C, CH-1. Guidance for preparing EO 12114 documents is also contained in OPNAVINST 5090.1C, CH-1. In order to complete Environmental Planning documents in compliance with NEPA and EO 12114 and 12898, and in accordance with applicable Department of Defense (DoD) and Navy instructions, some of the following related studies and services may be required: 1) Air Conformity Analysis under the Clean Air Act; 2) Range Air Installation Compatibility Use Zone (RAICUZ) studies; 3) Compensatory mitigation plans (both wetland and near shore); 4) National Historic Preservation Act (NHPA) and American Indian Tribal Consultation support including cultural resource surveys (both architectural and archaeological); 5) Coastal consistency determinations in accordance with the Coastal Zone Management Act; 6) Endangered Species Act Section 7 Consultation Support Work including, Biological Surveys and Biological Assessments; 7) Socioeconomic analysis including Community Impact studies and Environmental Justice analysis; 8) Traffic studies; 9) Water quality studies to include chemical and physical analysis of dredge material and bioassays; 10) Storm Water Management studies; 11) Noise impact studies (land and in water); 12) Toxic and hazardous waste studies; 13) Public Involvement Strategies; 14) Total Ownership Cost (TOC) or Life cycle cost analysis; 15) Land Use Compatibility (LUC) Plans; 16) Natural resources surveys; 17) Translation services for CATEX/EA/EIS and Public Notices; 18) Range hazard analysis; 19) At-sea acoustical analysis; 20) Marine Mammal Density estimates; 21) Draft Letter of Authorization (LOA) and Incidental Harassment Authorization (IHA) applications; and 22) Essential Fish Habitat (EFH) Assessments. Other engineering services that may be required for this contract include, but are not limited to, air conformity modeling; air quality management plans; alternative energy feasibility studies; construction feasibility studies including slope, terrain, soils, watersheds, and seismic hazards; construction design plans; hazardous waste analysis; health risk and toxicology analysis; estimates of dredge and fill sediment volumes; range containment modeling; hydrology and erosion studies; safety analyses (Surface Danger Zones, Impact Zones, Accident Potential Zones, Clear Zones, and Danger Zones); development of water and air quality management requirements; and modeling to determine impacts to shore lines and structures; traffic and transportation analysis and roadway designs; utility capability assessments and feasibility studies (electric, gas, sewer, and water) to support design plans; and watershed planning. The Government intends to solicit and award a single award IDIQ contract with an estimated ceiling of $40,000,000 million and an anticipated guaranteed minimum of $10,000. The contract term is estimated to be for a base year and four one year option periods. Services will be procured in accordance with Public Law 95-582 (Brooks Act) and FAR Part 36. The NAICS code is 541330, Engineering Services with a size standard of $14.0 Million The contract requires that the selected firms have on-line access to E-mail via the Internet for routine exchange of correspondence. Statement of Capabilities Submittal Requirements: The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy ™s decision to proceed with acquisition. Interested firms must submit a SOC, which describes, in detail, the firm ™s capability of providing these services at various Military and other Federal facilities worldwide. Your SOC shall include the following: (1) full name and address of the firm; (2) year firm was established; (3) name of two principals (including titles, telephone and fax numbers); (4) copy of any certifications (if 8(a) certified, provide the SBA Business Opportunity Specialist name and phone number assigned); HUBZONE certification and SDVOSB status or Small Business status; (5) indicate if the firm is registered in the Department of Defense (DoD) Central Contractor Registration (CCR) database, include DUNS Number and CAGE Code; (6) provide information on recent past projects that best illustrate our qualifications for this contract. List up to five projects performed within the last five years. Provide information on experience of key personnel showing experience in providing listed services. Provide the following information for each project listed: a. Contract number and project title; b. Name of Contracting Activity; c. Administrative Contracting Officer ™s name, current telephone number; d. Contracting Officer ™s Technical Representative or primary point of contact name and current telephone number; e. Contract type (e.g. cost plus, requirements, firm fixed-price, indefinite delivery/indefinite quantity, or combination); f. Period of performance (start and completion date); g. Basic contract award amount and final contract value; h. Summary of contract work; i. If award fee or award term incentivized, average performance rating received and (7) subcontract management: provide information on any proposed teaming arrangements (i.e. team members, previous working relationships with proposal team members and percent of work anticipated to be subcontracted (note: any joint ventures with 8(a) members must comply with Code of Federal Regulations (CFR) Title 13, Section 124.513). The Government reserves the right to request additional information as needed, from any and all respondents; (8) provide a written statement as to your ability to perform the work within the Continental United States (CONUS), outside the Continental United States (OCONUS) or both CONUS and OCONUS. The SOC must be complete and sufficiently detailed to allow for a determination of the firm ™s qualifications to perform the defined work. The SOC must be on 81/2 by 11-inch standard paper, singled spaced, 12 pitch font minimum and is limited to 20 single sided pages (including all attachments). Responses are due on 26 October 2012 by 2:00 p.m. EST.
