Description
Draft KPPs and KSAs TITLE The Advanced Pilot Training (T-X) Branch (WLZA), Training Aircraft Division, Mobility Directorate, Air Force Life Cycle Management Center, Wright-Patterson AFB, OH, is issuing a pre-decisional/market research related Request for Information (RFI). This presents an opportunity for industry to provide input to support affordability analyses. FOR PLANNING PURPOSES This posting is for informational purposes only and does not constitute a solicitation or a commitment by the Government to award a contract now or in the future. There have been no decisions made by the Government on this acquisition nor is there a commitment to do so. This Market Research is for information and planning purposes only. Submitting a response to this request for information is voluntary, and participants will not be compensated. Responses will be treated as market research information only and will not be evaluated as a proposal. Any question or comment requiring a response will be posted on a subsequent FBO with the Government's response. This RFI will help the United States Government (USG) identify possible agenda topics for future Industry Days and will enable the market research process. Dates for future Industry Days are TBD. REQUIREMENT The Advanced Pilot Training (APT) Family of Systems (FoS) will utilize a full range of ground (e.g., simulators, computer based training, etc.) training systems as well as flight training systems as part of a fully integrated family of systems. If the Government proceeds with the procurement of the APT T-X FoS, it is considering awarding two basic contracts to a single awardee. The first contract would be to complete the EMD phase. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented. A single award would be used for completion of the Engineering, Manufacturing and Development (EMD) phase, the Production and Deployment phase, and the Operations and Support phases of the program. The EMD contract would be predominately Fixed Price Incentive Firm (FPIF). A portion of the contract will be a combination of Firm Fixed Price (FFP) for Full Rate Production, Cost Plus Fixed Fee (CPFF) for any studies/analyses and Time & Material (T&M) in order to cover other in-scope modifications. The second contract would be an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the remaining phases of the acquisition. The IDIQ would include FPIF delivery orders for Low Rate Initial Production (LRIP), Firm Fixed Price (FFP) for Full Rate Production (FRP) delivery orders and CPFF, FFP and T&M for Interim Contractor Support (ICS), studies, analysis and "what if" exercises for possible in-scope efforts. GENERAL INFORMATION 1. Potential respondents shall understand all laws and regulations required in doing business with the United States Government for an ACAT ID program as defined by Department of Defense Directive (DoD) Instruction 5000.02, "Operation of the Defense Acquisition System" dated December 8, 2008. Noteworthy are compliance with Cost Accounting Standards, Earned Value Management System, Certified Cost and Pricing Data, Item Unique Identification, Airworthiness Certifications, etc. FAR Parts 2, 15 and 16 should be consulted and used. 2. The attached matrix is a list of pre-decisional requirements associated with the T-X program. These requirements are currently in draft and will not be finalized until the release of the final request for proposal. As the USG is conducting market research on these potential requirements, we ask you provide input to tell us what issues these present to you as Industry. Your input will aid in affordability analyses and decisions on final requirements. 3.
