Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The proposed procurement is for Advanced Polymer Cased Lightweight Ammunition in calibers 5.56mm, 7.62mm,.300 Win Mag, and.338 LAPUA in accordance with the Statement of Work (SOW) and Detailed Specification PS/JXNN/C12/0081. These cartridges will be used for military training and potentially in combat operations as load-lightening options to current brass-cased ammunition. Solicitation will be issued for an anticipated Indefinite Delivery/ Indefinite Quantity (IDIQ) contract that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year IDIQ contract with a minimum contract amount of : 5.56 loose “ 4,920 rounds (3 wirebound boxes); 5.56 linked “ 8,000 rounds (5 wirebound boxes); 7.62 loose “ 5,520 rounds (6 wirebound boxes); 7.62 linked “ 8,000 rounds (10 wirebound boxes);.300 Win Mag “ 2,400 rounds (5 wirebound boxes);.338 Lapua “ 2,400 rounds (5 wirebound boxes), and a maximum contract amount not to exceed $9,900,000.00. Delivery terms are 90 days after effective date of order with F.O.B at destination. Inspection and acceptance are at destination. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of technical, past performance, and price evaluation factors as described in the solicitation. This acquisition is a 100% small business set-aside in accordance with (IAW) FAR 6.203 and FAR Subpart 19.501, being procured under North American Industry Classification System code (NAICS) 332992 “ Small Arms Ammunition Manufacturing. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering technical, past performance, and price related factors. Product samples will be required in response to the anticipated solicitation. Split awards may be issued if determined to represent the best value to the Government. The items being purchased will be manufactured and packaged in accordance with a technical data package (TDP) including Detailed Specification PS/JXNN/C12/0081, Statement of Work (SOW), and associated drawings. The TDP will be posted to FedBizOpps at the same time the solicitation is posted. Contractors submitting proposals to the solicitation must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in accordance with FAR 4.11 in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This will be a non-commercial acquisition in accordance with FAR Part 15. The solicitation will be available on or about 11/16/2012 at the following address: www.fbo.gov.
