Description
Under this solicitation, the Defense Logistics Agency Energy is procuring services for the receipt, storage and issue of bulk jet fuel (JP8), ultra-low sulfur diesel, unleaded gasoline, E85, and B20 biodiesel fuels. The Service Provider shall perform Terminal Operating Service tasks to include fuel operations, support operations, and management and administration pertaining to the receipt, storage and handling, issue, and account of Government fuel products. In addition, the Service Provider shall ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with White Sands Missile Range, NM Environmental Policies and Regulations. The Service Provider shall provide Contract-owned, Service Provider-operated (COCO) bulk retail fuel and alongside aviation refueling services at White Sands Missile Range, NM. The Service Provider shall establish, operate, and maintain three bulk/retail fuel service points at sites. The Service Provider shall be responsible for Above Ground Storage Tanks (AST) and associated systems to all sites determined by WSMR and assume their operation and maintenance. The Service Provider shall provide alongside aircraft refueling services with Service Provider owned aircraft refuelers at two locations. Specific requirements for each site are listed in Appendix E of the PWS (which shall be posted at issuance of the solicitation). The Service Provider shall safely receive, store and handle, account and issue fuel. Fuel operations shall be specific for White Sands Missile Fuel, NM and shall include local operating instructions. During operations, fuel quality shall be maintained at all times. The fuel shall be accounted for by quantity received, stored, and issued according to directives and acceptable tolerance levels. The Service Provider shall immediately notify the COR or designated office of any issues that impact the quality, quantity, or availability of fuel in storage. The Service Provider shall be provide necessary equipment to conduct aircraft cold refueling and defueling supporting services at two location. Fuel to operate the aircraft refueling/defueling equipment will be provided by the Government. During the hours specified in Appendix E, each request for fuel services shall result in the dispatch of a fuel servicing truck and operator to the aircraft identified by the requestor so that each truck and operator dispatched arrives at the aircraft specified within 20 minutes as measured from the time the request for service is received by the Airfield Operation's Center to the time the operator physically arrives at the aircraft to be serviced. The Service Provider shall at all times safely receive product without causing delay, interruption, or demurrage. This applies to response times for duty hours, non-duty hours, and extended surge operations at White Sands Missile Range, NM. Site-specific response times and duty hours are in Appendix E. Except for scheduled maintenance, and other occurrences of which the Government has been notified, the Service Provider shall maintain a tank in the ready-to-issue mode for bulk and retail dispensing 24/7. The Service Provider shall coordinate bulk issues directly with receiving customers within duty hours outlined in Appendix E. Deviation from prescribed hours requiring overtime to execute bulk issues must be approved by the Government/Contracting Officer prior to execution. The Service Provider shall schedule inbound fuel shipment, receipts, from wholesale distribution sites. Receipt notification shall include the quantity received, mode of delivery, delivery date, shipment source, grade or type of product, and any special instructions. The Service Provider shall immediately notify the COR/designated office of any fuel quantity or quality discrepancy; the COR will then notify DLA Energy Americas East. The Service Provider shall not offload off specification fuel unless a waiver has been granted by DLA Energy-Q (Quality/Tech Support Office). The Service Provider shall prepare all documents required for product receipt. When directed by the Government, the Service Provider shall purchase, store, maintain, and inject fuel additives in accordance with the contract requirements. The Government shall reimburse the Service Provider for any direct out-of-pocket cost incurred in the acquisition of additives directed by the Government. All procedures for systems operation, storage, maintenance, and injection of additives shall be in accordance with the Service Provider Product Quality Control Plan (PQCP). All responsible parties may submit an offer, which will be considered. This procurement will be handled using full and open competition procedures. The period of performance will be a five year base period, with three, five-year options to renew for a possible 20 year contract. The NAICS code will be 493190. Services to begin on or about October 1, 2013.
