- Request for Lease Proposals No. GS-05B-18467 October 15, 2012 Lease Summary A. Statement of Requirements. The Government is seeking to enter into a lease for space meeting the following requirements: City, State: Bloomington, MN and surrounding market area Delineated Area: Within the following delineated area: North: Intersection of 35E and Montreal Avenue/Highway 51 east to Snelling Avenue S to W 7th Street/Highway 5 to intersection of Highway 55/The Great River Road to Highway 62/Highway 35 W to Highway 100/Normandale Boulevard continuing northward to W 50th Street continuing east to Highway 20/Interlachen Boulevard Highway 169 West: Highway 169 southward to Highway 1/W Old Shakopee Road South: Intersection of Highway 163 south and Highway 1/W Old Shakopee Road to Bloomington Ferry Road to Auto Club Road to Normandale Boulevard to Highway 1/W Old Shakopee Road east to Highway 1/W 98th Street east to Highway 1/E Old Shakopee Road to Highway 77/Cedar Avenue southward to Highway 13/Sibley Memorial Highway to Highway 28/Yankee Doodle Road East: Intersection Highway 43/Lexington Avenue S northward to Lone Oak Road to Highway 55 to Highway 149/Dodd Road to Highway 110/Mendota Road W to Highway 35E and Montreal Avenue Minimum Sq. (ABOA): 36,998 Space Type: OFFICE Parking Spaces (Total): 214 Parking Spaces (Surface): 208 Parking Spaces (Structured): Parking Spaces (Reserved): 6 Full Term: 15 years Firm Term: 10 years Option Term: N/A Additional Requirements: Six (6) reserved parking spaces must be available on-site for government vehicles and official parking. In addition, 208 parking spaces are required on site, or if off site 104 employee parking spaces should be available within a walkable ¼ mile of the space offered and 104 visitor parking spaces with in a walkable ½ mile of the space offered. Offered space must be in close proximity to public transportation. A commuter rail, light rail or bus stop shall be located within the immediate vicinity of the building but generally not exceeding one walkable mile. Adequate eating facilities and other amenities shall be located within the immediate vicinity of the building, but generally not exceeding two miles. Offered space must allow for an efficient layout on no more than two (2) contiguous floors. Columns within the space may not be less than 20 feet on center. A loading area with double doors or an overhead door must be available in the building in which the space is offered for the handling of pallet sized loads. The loading area is not required to be above grade. The proposed space must not be located within 300 walkable feet (measured from proposed visitor entrance to adjacent property line) from schools (public or private K-12. At a minimum this project shall obtain LEED Certification for Commercial Interiors (LEED-Silver CI) for existing buildings or LEED-Silver certification for New Construction (LEED-Silver NC) for new buildings. The successful Lessor, at the Lessor's cost and expense, shall obtain certification from the U.S. Green Building Council (USGBC) within nine (9) months of project occupancy. Offered space must be in a building that has earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets a statutory exception. Subleases will not be considered. Offered space must meet Government requirements for Fire, Safety and Handicapped Accessibility, and Sustainability set forth in the Solicitation for Offers. Offered space shall not be in the 100 or 500 year flood plain. B. Projected Dates.
