Description
POINT-OF-CONTACT: The point-of-contact for administrative or contractual questions is Kevin Mulvihill at email: Kevin.T.Mulvihill@usace.army.mil. Please no phone calls. All questions must be submitted in writing to the above point-of-contact. The U.S. Army Corps of Engineers, Seattle District (NWS) intends to issue a Two-Phase Design-Bid-Build Solicitation for the design and construction of the Information Operations Readiness Center PN53-0015 located at Joint Base Lewis-McChord (JBLM), Washington. This acquisition is Unrestricted and will be issued as a 2 Phase Request for Proposal which will result in the award of a single Firm Fixed Price (FFP) construction contract. Phase 1 of the Solicitation will be available on or about 31 October 2012 on the Federal Business Opportunities (FBO) website at www.fbo.gov. The Phase 1 Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This contract will construct a 127,171 SF specially-designed readiness center to support four occupant organizations of the Washington Army National Guard (WAARNG). The multi-story facility will be constructed on a site bound by Pendleton Avenue, 2d Division Drive, and Colorado Avenue, on Joint-Base Lewis-McChord (JBLM), Washington. The facility will include a specially designed 10,000 square foot (SF) Sensitive Compartmented Information Facility (SCIF); which will incorporate special power, grounding, telecommunications and physical security requirements (construction and hardware) in accordance with (IAW) Intelligence Community Directives (ICD) 705-1, 705-2, and other applicable ICD and Intelligence Community Standard (ICS) technical specifications. Specialized features include: mixed classified and unclassified communications distribution and cable management; facility walls, floor, ceiling, doorways, and utility penetrations in full compliance with stringent sound transmission control standards; multiple intrusion detection systems; as well as facility features supporting security monitoring cameras and access control systems. Other areas of the facility will include a prominent entry and stairway with specialized finishes, multiple reinforced-concrete storage vaults, assembly areas and multiple conference/training rooms, restroom/shower/locker rooms, warehouse areas, and support spaces (mechanical, electrical, communications, elevator, recycling). Site work will include Anti-Terrorism/Force Protection (AT/FP) features, Privately Owned Vehicle (POV) parking, Government Owned Vehicle (GOV) secure parking, secure multiple tactical-vehicle parking, access roads and traffic control devices, dumpster enclosure and storage facility, utilities (above and below ground), lighting, fencing, sidewalks, landscaping, detached facility sign, storm water features, clearing and grubbing, and grading. Special construction contract site security and contractor-personnel management and control protocols apply; IAW described and referenced contract requirements. Additionally, as the project site is located along a highly-visible primary JBLM thoroughfare, an enhanced emphasis on construction site and contractor lay down area ‘housekeeping' activities, standards, and procedures will be required year-round, throughout construction. The estimated overall period of performance for this acquisition is 730 calendar days from the issuance of Notice to Proceed (NTP). The Government will accept proposals from all offerors that qualify under NAICS code 236220. This announcement serves as the advance notice for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $25,000,000 and $100,000,000. The Government will post the RFP and specifications on the FBO site and it will be password protected. Any amendments will only be available from the FBO website.
