- HC-144A Spare Parts List This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the United States Coast Guard (USCG). The USCG, Aircraft Logistics Center is conducting market research to determine manufactures and suppliers manufacturers for the Medium Range Surveillance Maritime Patrol Aircraft (HC-144A). This surveillance aircraft is used to perform search and rescue, law enforcement, drug interdiction, marine environmental protection, military readiness and international ice patrol missions. EADS Construcciones Aeronautic is the Original Equipment Manufacturer (OEM). CASA is the primary supplier of spare parts supporting the fleet of 14 delivered out of an expected 18 HC-144A aircraft (designated Ocean Sentry). The USCG, Aviation Logistics Center, Elizabeth City, North Carolina is seeking alternate sources that can provide the component items listed in the attachment. Only new items are acceptable; reconditioned or used materials are not acceptable. The USCG will not be able to provide manuals or drawings for this requirement. Interested parties must have access to the OEM data and manuals. Responses to this notice should include company name, address, telephone number, points of contact (POC), and complete product details, brochures which will allow the USCG to understand your product, configurations, auxiliary equipment and options. Please state approximate lead-time for delivery of your product. Provide details and terms of any standard warranty included with the product. Additionally, detail if the product has been qualified for use in any Department of Defense (DoD) or Federal Government Aircraft. The applicable NAICS code is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing. Please respond to the following questions: (1) Is your business large or small and indicate number of employees; (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business?; (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act; (4) Is your firm a certified Hub Zone firm?; (5) Is your firm woman-owned or operated?; (6) Is your firm certified Service-Disabled Veteran-Owned?; (7) Is your product listed on a GSA schedule?; (8) Do you have other government agencies using the product, and if so which agencies, and (9) If possible, please provide POCs for civilian users for general usage of product questions. After review of the responses to this sources sought announcement, and if the USCG still intends to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate response to any future announcement. All interested offerors will have to respond to the solicitation separately. Responses to this sources sought notice shall be mailed to Aviation Logistics Center, 1664 Weeksville Road, Elizabeth City, NC 27909, Attention: Bettie Sue Privott, Inventory Manager, MRS Division or emailed Bettie.S.Privott@uscg.mil. Telephone responses will not be accepted. Responses must be received no later than November 1, 2012 at 16:00 hours (4:00 PM EST). Firms responding to this announcement that fail to provide all of the required information cannot be used. This notice is to help the USCG determine potential sources only. All firms responding are advised that their response is not a request to be considered for contract award. Nomenclatures, part numbers and quantities that will be on the attached schedule.
