- Directions to PM SMS Industry Day Event, 13-14 November 2012 T-Product Manager Soldier Maneuver Sensors Industry Day Announcement Solicitation Number: W91CRB12FWS Agency: Department of the Army Office: Army Contracting Command Date: 13-14 November 2012 Notice Type: Modification/Amendment Synopsis: Product Manager Soldier Maneuver Sensors (PM SMS) will conduct an Industry Day event on 13-14 November 2012, at Fort Belvoir, Virginia, within the Night Vision Electronic Sensors Directorate (NVESD) compound, Bldg 309, in the Virtual Prototyping and Simulations (VPS) facility. The focus of the event is to provide an open forum to discuss the Government's Helmet Mount Assembly Interface Control Document (HMA ICD), as well as provide updates on the latest PM SMS planning regarding the Enhanced Night Vision Goggle III (ENVG III) and Family of Weapon Sight- Individual (FWS-I) programs, and provide an opportunity for one-on-one industry sessions. the Industry Day will be an unclassified event. This is a follow-up to an Industry Day event held 15-16 August 2012. PM SMS Industry Day 13-14 November 2012 will begin at 0900 hrs Eastern Standard Time (EST). Agenda as follows: 13 November 2012 - 0900 to 0920: Kick-off/ PM SMS Schedule Update - 0920 to 0940: ENVG III Update - 0940 to 1000: FWS-I Update - 1000-1100: Workshop: HMA ICD - 1100-1200: Workshop: Logistics - 1200-1400: Break for Lunch - 1400-1700: One-on-One Sessions As noted, two workshops will be conducted following the program updates. The first workshop will focus on the HMA ICD. The second workshop will focus on approaches to providing integrated logistics support (ILS) to the ENVG III and FWS-I systems. 14 November 2012 - 0900-1200: One-on-One Sessions, continued One-on-One sessions will begin on the afternoon of 13 November 2012 and conclude on the morning of 14 November 2012. During the scheduled one-on-one sessions, interested parties will have the opportunity to meet with Government representatives for no more than 25 minutes. Requests to schedule an Industry Day one-on-one must be submitted at the same time as registration for the event (see instructions below). It should also be noted that the Government will not release written responses to industry questions following this event: Contractors are encouraged to ask questions during the industry day open session, or your scheduled one-on-one session. All comments and questions may be submitted in writing to the Government following the event; the Government will take these questions into consideration. The Government will review these questions and incorporate any required changes into the documentation as needed. Attendance is limited to U.S. Department of Defense personnel and U.S. Department of Defense contractors. Attendees must be U.S. Citizens. We recommend all non-US companies utilize US citizen representatives. Each industry participant shall be limited to a maximum of three (3) attendees. Industry partners interested in attending the Industry Day event must submit an email with the subject line: "Attend PM SMS Industry Dave Conference 13-14 November 2012", to Mr. Steven Lopez, Administrative POC, at Steven.E.Lopez3.ctr@mail.mil, no later than 1600 hrs EST, 2 November 2012. PM SMS will not be able to accommodate any reservations that come in after this deadline. Reservations are available on a first-come, first-served basis, or until capacity is met. Each registration e-mail shall contain: - Company Name, CAGE Code, Business Unit, and Business Address - Primary POC name, Primary POC phone-number, and Primary POC e-mail - List of Company Attendees: provide the full legal name of each attendee, and confirm that each attendee is a US citizen - Reservation Request for a one-on-one session Confirmation of vendor registration for the event will be provided via email. Please note that telephone inquiries will not be accepted. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice; this includes any costs incurred as a result of, or any costs associated with, the 13-14 November 2012 Industry Day event. Access to Fort Belvoir for non Common Access Card (CAC) holders: - All visitors must enter Fort Belvoir's Tulley Gate and present a valid Driver's License or other permanent Identification. Access to NVESD Compount: - All visitors must stop at the NVESD compound Visitor's Center at Gelini Gate to check-in and recieve a visitor's badge. Visitors shall be required to show a valid photo identification Note: - the attendee name submitted for registration must exactly match the attendees photo identification to receive a visitor's badge Industry Day participants are reminded that it may take up to one hour to get through Fort Belvoir and NVESD compound security. All participants who submit registrations by the deadline will be pre-registered at the NVESD Visitors Center to facilitate check-in and issuing of visitor's badges. ATTACHMENT: - Detailed parking instructions and a map to the VPS facility is attached to this amendment/modification A preliminary draft HMA ICD will be released to Industry via the AMRDEC Safe Access File Exchange (SAFE) system on or about 19 October 2012. An updated draft HMA ICD, as well as updated ENVG III and FWS-I draft Product Descriptions will be released on or about 02 November 2012. Documents will be automatically provided to all Industry Day event participants who registered for the August 2012 Industry Day event, or previously requested draft documentation. Additional Industry Partners interested in the documents must submit an email with the subject line: "Request PM SMS Industry Day 13-14 Nov 2012 Documents", to Mr. Steven Lopez, Administrative POC, at Steven.E.Lopez2.ctr@mail.mil. Each email request shall contain: - Company Name, CAGE Code, Business Unit, and Company Address - Primary POC Name, Primary POC Phone Number, and Primary POC email Note: - Draft documentation will only be provided to U.S. Department of Defense contractors with a valid CAGE code; therefore a CAGE code must be included in the email request Industry partners shall receive an automated email from the AMRDEC SAFE system providing a website link and a password that will allow you to download the files. Documents are provided for information purposes only, and support PM SMS Industry Day events. Document Recipients shall: - read and comply with all distribution markings - direct all requests for distribution to other parties to the PM SMS Administrative POC, Mr. Steven Lopez, at Steven.E.Lopez3.ctr@mail.mil. - destroy documents once they are no longer required to support PM SMS activities Document Recipients Shall NOT: - redistribute documents outside their company/ organization Industry partners are encouraged to submit written questions regarding this draft documentation to the PM SMS Administrative POC, Mr. Steven Lopez, at Steven.E.Lopez3.ctr@mail.mil, prior to the event. All questions will be addressed during the Industry Day event; the Government will not provide written responses to questions.
