Standard Form 1449 Solicitation RA-133W-13-RQ-0027 COMBINED SYNOPSIS/SOLICITATION JANITORIAL SERVICES AT NWS WEATHER FORECAST OFFICE, JUNEAU, ALASKA (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA-133W-13-RQ-0027BS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. (IV) This solicitation is total small business set aside. The associated NAICS code is 561720. The small business size standard is $16.5M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: Line Item 0001 - Base Year; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the National Weather Service Weather Forecast Office, Juneau, Alaska, in accordance with the Statement of Work for the period of twelve months. Line Item 1001 - Option Year 1; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the National Weather Service Weather Forecast Office, Juneau, Alaska, in accordance with the Statement of Work for the period of twelve months. Line Item 2001 - Option Year 2; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the National Weather Service Weather Forecast Office, Juneau, Alaska, in accordance with the Statement of Work for the period of twelve months. Line Item 3001 - Option Year 3; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for janitorial services at the National Weather Service Weather Forecast Office, Juneau, Alaska, in accordance with the Statement of Work for the period of twelve months. (VI) Description of requirements is as follows: See attached Statement of Work which applies to Base Year and all Option Years 1 - 3, and Department of Labor Wage Rates: WD 2005-2017, Revision No. 16, dated 06/13/2012, which can be found on: www.wdol.gov. (VII) Period of performance shall be: Base Year for a twelve month period 12/1/2012 through 11/30/2013. Option Year 1 for a twelve month period 12/1/2013 through 11/30/2014. Option Year 2 for a twelve month period 12/1/2014 through 11/30/2015. Option Year 3 for a twelve month period 12/1/2015 through 11/30/2016. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Feb 2012), applies to this acquisition. The offerer will submit a quote for the items in Section (V). (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and will award a firm fixed-price purchase order award with payment terms of Net 30. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1) Past Performance - quote shall include at least two references for similar services including the phone number, full address and E-mail address (if available), and contractor's past performance will be based on responsiveness, quality, and customer services and 2) Price. The Government intends to award a best value, firm fixed-price purchase order on an all or none basis. (End of provision) 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the contract period. (End of clause) 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years. (End of clause) 52.232-19 Availability of Funds for the Next Fiscal Year. (APR 1984) Funds are not presently available for performance under this contract beyond November 30, 2013. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond November 30, 2013, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. (End of clause) 52.232-99, Providing Accelerated Payment to Small Business Subcontractors (DEVIATION) (AUG 2012) This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16, Providing Prompt Payment to Small Business Subcontractors, dated July 11, 2012. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b) Include the substance of this clause, including paragraph (b), in all subcontracts with small business concerns. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. (End of clause) 1352.201-70, Contracting Officer's Authority (Apr 2010). The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. (End of clause) 1352.209-73 Compliance With the Laws (APR 2010) The contractor shall comply with all applicable laws, rules and regulations which deal with or relate to performance in accord with the terms of the contract. (End of clause) 1352.209-74 Organizational Conflict of Interest (APR 2010) (a) Purpose. The purpose of this clause is to ensure that the contractor and its subcontractors: (1) Are not biased because of their financial, contractual, organizational, or other interests which relate to the work under this contract, and (2) Do not obtain any unfair competitive advantage over other parties by virtue of their performance of this contract. (b) Scope. The restrictions described herein shall apply to performance or participation by the contractor, its parents, affiliates, divisions and subsidiaries, and successors in interest (hereinafter collectively referred to as "contractor") in the activities covered by this clause as a prime contractor, subcontractor, co-sponsor, joint venturer, consultant, or in any similar capacity. For the purpose of this clause, affiliation occurs when a business concern is controlled by or has the power to control another or when a third party has the power to control both. (c) Warrant and Disclosure. The warrant and disclosure requirements of this paragraph apply with full force to both the contractor and all subcontractors. The contractor warrants that, to the best of the contractor's knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, and that the contractor has disclosed all relevant information regarding any actual or potential conflict. The contractor agrees it shall make an immediate and full disclosure, in writing, to the Contracting Officer of any potential or actual organizational conflict of interest or the existence of any facts that may cause a reasonably prudent person to question the contractor's impartiality because of the appearance or existence of bias or an unfair competitive advantage. Such disclosure shall include a description of the actions the contractor has taken or proposes to take in order to avoid, neutralize, or mitigate any resulting conflict of interest. (d) Remedies. The Contracting Officer may terminate this contract for convenience, in whole or in part, if the Contracting Officer deems such termination necessary to avoid, neutralize or mitigate an actual or apparent organizational conflict of interest. If the contractor fails to disclose facts pertaining to the existence of a potential or actual organizational conflict of interest or misrepresents relevant information to the Contracting Officer, the Government may terminate the contract for default, suspend or debar the contractor from Government contracting, or pursue such other remedies as may be permitted by law or this contract. (e) Subcontracts. The contractor shall include a clause substantially similar to this clause, including paragraphs (f) and (g), in any subcontract or consultant agreement at any tier expected to exceed the simplified acquisition threshold. The terms "contract," "contractor," and "Contracting Officer" shall be appropriately modified to preserve the Government's rights. (f) Prime Contractor Responsibilities. The contractor shall obtain from its subcontractors or consultants the disclosure required in FAR Part 9.507-1, and shall determine in writing whether the interests disclosed present an actual, or significant potential for, an organizational conflict of interest. The contractor shall identify and avoid, neutralize, or mitigate any subcontractor organizational conflict prior to award of the contract to the satisfaction of the Contracting Officer. If the subcontractor's organizational conflict cannot be avoided, neutralized, or mitigated, the contractor must obtain the written approval of the Contracting Officer prior to entering into the subcontract. If the contractor becomes aware of a subcontractor's potential or actual organizational conflict of interest after contract award, the contractor agrees that the Contractor may be required to eliminate the subcontractor from its team, at the contractor's own risk. (g) Waiver. The parties recognize that this clause has potential effects which will survive the performance of this contract and that it is impossible to foresee each circumstance to which it might be applied in the future. Accordingly, the contractor may at any time seek a waiver from the Head of the Contracting Activity by submitting such waiver request to the Contracting Officer, including a full written description of the requested waiver and the reasons in support thereof. (End of clause) 1352.213-70 Evaluation utilizing simplified acquisition procedures (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Past Performance - quote shall include at least two references for similar services including the phone number, full address and E-mail address (if available), and contractor's past performance will be based on responsiveness, quality, and customer services. (XVI) Any questions regarding this solicitation should be directed to Brenda Summers by E-mail to Brenda.S.Summers@noaa.gov or by fax at (303) 497-3163.   STATEMENT OF WORK - Janitorial and Custodial Services LOCATION The contractor shall be responsible for satisfactorily managing and performing programs for cleaning as specified herein at the following location: National Oceanic & Atmospheric Administration (NOAA) National Weather Service (NWS) Weather Forecast Office (WFO) Juneau - WV9381 8500 Mendenhall Loop Road Juneau, Alaska 99801 Regular Duty Hours: The office is open 24 hours a day, seven days a week, 365 days a year. PRIMARY RESPONSIBILITY / POINT OF CONTACT: Onsite: Tom Ainsworth Meteorologist-in-Charge (MIC) Phone: 907.790.6804 Ursula Jones Administrative Support Assistant Phone: 907.790.6802 Offsite: Lisa Fair Budget Analyst Phone: 907.271.1248 All work described shall be done in accordance with the following specifications and standards. If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount or the price of the contract may be reduced to reflect the reduced value of services performed. If the defects in services are not corrected by re-performance, the Government may require the Contractor to take necessary action to ensure that future performance conforms to contract requirements. Services performed under this contract shall be performed during hours approved by the MIC. EQUIPMENT, SUPPLIES, AND MATERIALS All equipment, materials, and supplies (MSDS for chemicals) shall be furnished by the Contractor and properly stored in the areas designated by the MIC including paper towels, toilet paper, paper toilet seat covers and dispenser, hand soap, waste basket and trash can liners, cleaning supplies, cleaning equipment, carpet shampoo supplies, and carpet shampoo equipment. All products used are to be environmentally friendly and a list and Material Safety Data Sheets of these products will be supplied to the MIC for approval upon request. The products are to be non-toxic, biodegradable, and made from renewable sources (not petroleum) to promote a healthy and green cleaning environment. NOTE: All paper products shall be made of recovered materials as per EPA guidelines at the following website: www.epa.gov/epawaste/conserve/tools/cpg/products/tissue.htm. Materials Safety Data Sheets (MSDS) must be provided by the contractor to the Meteorologist in Charge (MIC) or Administrative Assistant (ASA) where the information will be kept on file in accordance with applicable guidelines of the OSHA Hazard Communications Standard. Requirements pertaining to recordkeeping will be strictly followed, with copy(s) provided to the MIC as necessary and upon request. CONDUCT OF WORK The Contractor should bring any noted defect, damage, or insect infestation of the facility to the attention of the MIC or designated official. Services under this contract must be performed in such a way that there will be no interruption to or interference with the normal operation of Government business on the premises. The Contractor shall be responsible for satisfactorily managing and performing programs for cleaning as specified. The Contractor is to provide all cleaning supplies (MSDS for chemicals) and expendable equipment such as brooms, mops, dust cloths, detergent, toilet paper, paper towels, vacuum cleaner, waste basket/trash can liners, hand soap, carpet shampoo, carpet shampooer or other required equipment. Healthy and environmentally-friendly products that are non-toxic, biodegradable, and made from renewable sources (not petroleum) shall be used to promote a healthy and green cleaning environment. SQUARE FOOTAGE / SITE CONDITIONS FOR WFO JUNEAU The area covered by this contract consists of approximately 5,367 square feet. All rooms in the Juneau Weather Service Office building will be cleaned as per the scope of work (SOW). A listing of the flooring type and size of the various rooms to be cleaned as per the SOW are: A. Approximately 1,514 sq ft of carpeted area including conference room, MIC's office, hallways, copy room, WCM's office, SOO's office, and lobby area. B. Approximately 2,280 sq ft of raised flooring in the equipment room, operations floor, and communications room. C. Approximately 600 sq ft of tile flooring in the front and back entrances, rest rooms, and break room. D. Approximately 665 sq ft of tile vinyl flooring in the ET shop. E. Approximately 308 sq ft of concrete flooring in the store room and electrical room. CLEANING SCHEDULE AND REQUIREMENTS Cleaning will generally take place after 5 p.m. unless a mutual agreement has been reached between the Contractor and the MIC or designated official prior to occurrence. No ID badge or security clearance is required, as the work will be done during business hours, with an NWS employee present on-site, in areas that are open to the general public, and the vendor is not given a key to the facility. REQUIREMENTS Three times per week (Days of service will be Monday, Wednesday, and Friday): 1. Item: Waste Receptacles Specifications: Empty all waste receptacles into contractor-furnished plastic bags, replacing/inserting plastic liners. Plastic liners are to be changed when stained or soiled. Remove all trash and dispose of all refuse, sealed in plastic garbage bags, in proper containers outside the building (dumpster). Standard: A properly cleaned waste receptacle with a plastic liner is free of all waste residue. 2. Item: Restrooms (Two - Women's and Men's) Specifications: Damp wipe all washbasins, faucets, dispensers, plumbing fixtures, tops and bottoms of toilet seats, and walls in the immediate area of washbasins with a commercial grade disinfectant/anti-bacterial cleaning solution (non-toxic, biodegradable preferred). Spot clean toilet doors and partitions with the same cleaning solution. Toilet bowls and urinals are to be cleaned by pouring a quantity of the appropriate cleaning solution into each unit and cleaning with a bowl brush. Damp wipe all cleaned surfaces with clean water and wipe dry with a clean cloth. Clean mirrors with a commercial glass cleaner and polish with a lint-free cloth. Fill all soap, paper towel, toilet paper, and toilet seat cover dispensers and check to ensure proper working operation. Vacuum or dry sweep tile floors and wet mop with a solution of water, detergent, odor counteractant and germicide. Standard: A properly cleaned restroom is free of streaks, deposits, film, odors, stains, dust, lint, or spots. The use of highly scented disinfectants, objectionable, or odoriferous cleaners, air fresheners, and deodorant blocks shall not be permitted. Use non-toxic and biodegradable products. Use fragrance-free products whenever possible. 3. Item: Drinking Fountain and Kitchen Area Specifications: Clean and disinfect drinking fountain with non-staining product. Refill kitchen paper towel dispensers if needed. Standard: A properly cleaned drinking fountain is free of fingerprints, smudges, streaks, and film. 4. Item: Floors, Uncarpeted Specifications: Vacuum or sweep all tiled floor surfaces with a treated dust mop to remove dust, dirt, and litter. Damp mop with a detergent solution using manufacturer's recommended techniques. Remove all spots, stains, marks, and streaks with an appropriate cleaning agent for floors. See note below. NOTE: Access floor tiles (Nevamar) will leak - All of the Access floor tiles (Nevamar) require special cleaning procedures. The surface of Nevamar floor tiles will never be waxed, sealed or mechanically buffed. These tiles may be damp mopped with water and a mild, multipurpose ammoniated floor cleaner. The damp mopping must be so dry that the cleaning fluid being used does not go into the cracks between the support panel and the laminate as it could adversely affect the bond. No wet mops or water receptacles will be used in this area. Where more AGGRESSIVE cleaning is needed, a NON-FLAMMABLE ORGANIC CLEANER must be used. Standard: A properly mopped and cleaned floor is free of deposits, stains, streaks, film, brush marks, and odors. 5. Item: Floors, Carpeted Specifications: Vacuum carpeting with an industrial-type vacuum and inspect for spots. When spots appear, remove with an appropriate spot removing solution, using manufacturer's recommended techniques. Standard: A properly spot-cleaned, vacuumed rug or carpet is free of stains, matted areas, cleaning marks, dirt, and odors, and has a uniformly bright appearance. 6. Item: Entrance Mats Specifications: Vacuum carpeted mats at each entrance just inside the interior door. Standard: A properly cleaned mat is free of ice, snow, gravel, dirt, and mud. WEEKLY (Once every week - day of service will be Friday): 7. Item: Kitchen Area Specifications: Damp wipe all kitchen area surfaces and kitchen sink with a solution of water, detergent, odor counteractant, and germicide. Vacuum or sweep kitchen floor, then wet mop with a solution of water, detergent, odor counteractant and germicide. Standard: A properly cleaned kitchen area is free of stains, streaks, smudges, deposits, odors, and debris. A properly mopped and cleaned floor is free of deposits, stains, streaks, and odors. MONTHLY (Once every month): 8. Item: Dusting Specifications: Dust flat surfaces which include table tops, window sills, woodwork, etc., with a treated dust cloth. Dust work surfaces in Ops area and individual offices (i.e. MIC, SOO, WCM, ASA offices/areas) which are easily accessible. Remove spots and stains with a damp cloth. Wipe around items on the work surface, do not move any items. Electronic equipment is not to be dusted, moved, or handled. Standard: A properly cleaned and dusted surface is free of dust, lint, and cobwebs. Method and material must not leave a film, streaks or residue. 9. Item: Janitor Closet and Storage Room (located between men's restroom and back door) Specifications: Vacuum or sweep floors. Store supplies in a neat and orderly manner in accordance with applicable state Fire Safety codes. Standard: A properly cleaned janitor's closet and storage room are free of dust, dirt, and litter and have an orderly appearance. 10. Item: Waste Receptacle, Exterior Specifications: Empty and clean cigarette ash receptacle located outside North end of the building. Standard: A properly cleaned waste receptacle is free of all waste residue and ashes. QUARTERLY (January, April, July, and October): 11. Item: Entrance Doors, Windows, and Handles Specifications: Wash glass entrance doors inside and out with a cleaning material that will not film, streak, or leave residue. Clean entry door push bars and handles. Standard: A properly spot-cleaned wall, door, handles, and woodwork are free of fingerprints, spots, smudges, and stains. A properly washed window is free of fingerprints, streaks, smudges, and film. SEMI-ANNUALLY (October and April): 12. Item: Windows, Outside Specifications: Wash exterior of all windows with an appropriate window cleaning solution. Wipe away spillage, drippings, and stains immediately with a damp cloth. When temperatures are below 30 degrees Fahrenheit, add an appropriate alcohol or chemical to the solution to prevent freezing. Remove spider webs from outside of building. Standard: A properly washed window is free of fingerprints, streaks, smudges, film, and cobwebs. ANNUALLY (June): 13. Item: Spot clean all wall surfaces, doors, and woodwork, using an appropriate spot removing agent, to remove all fingerprints, spots, stains, and smudges. Wipe away any stains, spillage, and drips with a damp cloth. Standard: A properly spot-cleaned wall, door, and woodwork are free of fingerprints, spots, smudges, and stains. 14. Item: Carpet Cleaning Specifications: Shampoo all carpeting. After vacuuming, shampoo the carpeting using an industrial-grade, foam rug cleaner, using the manufacturer's recommended techniques. The time/date for accomplishment will be agreed upon between the Contractor and the MIC or designated official. Standard: A properly shampooed carpet is free of dirt, streaks, stains, and matted areas and has a uniform, clean appearance. 15. Item: Deep Clean Ceramic Tile Floors in Restrooms (Two - Women's and Men's) Sweep or vacuum tile floors. Clean tile floors using a commercial grade steam cleaner. Clean grout lines to remove dirt and stains using an oxygen bleach stain solution or similar product (non-toxic so as not to break down the components of the grout). Rinse the floor thoroughly with clean water to remove all residue. Dry the floor with a soft cloth to avoid streaks. Strip old wax from tiled floors, using an appropriate industrial grade wax remover and a brush or steel wool agitation. Rinse with clean water to remove all wax deposits. Wax with an appropriate non-skid wax, using manufacturer's recommended techniques. Buff to a uniform gloss finish. Standard: A properly cleaned, waxed, and buffed floor is free of marks, stains, streaks, and wax buildup and has a uniformly, bright appearance. The use of highly scented disinfectants, objectionable, or odoriferous cleaners shall not be permitted. Use non-toxic and biodegradable products. Use fragrance-free products whenever possible. Special Instructions  All rules concerning safety, smoking and the security of the building shall be observed.  A clipboard with a sign-in sheet shall be maintained in the janitorial closet for the Contractor to sign-in and sign-out each day service is performed.  Computer keyboards and screens, and calculators, shall NOT be cleaned in any manner by the custodial service provider. The user of the equipment shall be responsible for its cleaning. INVOICING The vendor will submit an invoice for billing on a monthly basis in arrears. Invoices must be submitted in a timely manner no later than the 15th day of the month following service. All invoices must include: Name of Contractor Date of Invoice Purchase Order Number Invoice Number Contractor shall send the original invoice via regular U.S.P.S. mail or hand-delivery to: National Weather Service, AK Region Attn: ADMIN Division W/AR5x1 222 West 7th Avenue, #23 Anchorage, AK 99513-7575 OBSERVANCE OF LEGAL HOLIDAYS AND SITE CLOSURE INFORMATION The Contractor hereby agrees to observe the following Federal holidays, plus any other day off work designated by Federal Statute, by Executive Order, or by Presidential proclamation: New Year's Day Labor Day Martin Luther King's Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day When any holiday falls on a Saturday, the preceding Friday is observed; when any holiday falls on a Sunday, the following Monday is observed. All personnel assigned to this contract shall limit their observation of holidays to those set forth above. In each instance, the Contractor agrees to continue to provide sufficient personnel to perform requirements of any critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer or the MIC. In the event of a site dismissal or closure due to weather, emergency or other circumstances, the contractor is instructed to contact the MIC or designated official for guidance. PERIOD OF PERFORMANCE Period of performance of duties shall be as designated on the Purchase Order.
