Description
The Health Resources and Services Administration (HRSA) plans to solicit for proposals to provide site visit and relocation services and travel support to participants in the Bureau of Clinician Recruitment Services(BCRS), National Health Service Corps(NHSC) Scholarship Program. The NHSC Scholarship Program (SP) pays tuition, stipend, required fees, and some other education costs for as many as four years. Upon graduation, scholarship recipients serve as primary care providers between two and four years at an NHSC sites in a high-need Health Professional Shortage Areas(HPSAs). The NHSC scholars are required to fulfill their service at NHSC approved sites that meet the minimum HPSA score for their discipline. The HRSA, BCRS serves as placement advisors to the scholars. This support includes assisting with identifying eligible sites with vacancies at the appropriate HPSA score and working with scholars to ensure all necessary documentation and licensure is in place. The above work includes tracking participant travel activity, managing travel allotments, travel coordination, and processing reimbursement of eligible expenses in an efficient and timely manner. In accordance with FAR 19.405, the Government is setting this requirement aside and seeking proposals from Service disabled veteran-owned small businesses(SDVOSB). It is anticipated that an award resulting from this solicitation will have a period of performance of a one-year base period with four one year option periods. These services are defined under NAICS code 541614. It is anticipated that a Cost Reimbursement type contract will result from this solicitation. This acquisition is a 100% SDVOSB set-aside. The solicitation will be posted on or about November 6, 2012. It will be available at this website as an attachment to this announcement (www.fbo.gov under HHS, Health Resources and Services Administration). It is the offeror's responsibility to monitor the site for amendments to the solicitation. The agency will consider proposals from all responsible SDVOSB.
