Description
This is not a request for proposals. This synopsis is for information, planning and market research purposes only. This is not a solicitation announcement and no contract will be awarded from this announcement. Small and disadvantaged businesses are encouraged to provide input. BACKGROUND: The U.S. Coast Guard Medium Range Surveillance Maritime Patrol Aircraft (HC-144A) is a transport and surveillance aircraft that is used to perform search and rescue, enforce laws and treaties including illegal drug interdiction, marine environmental protection, military readiness, and international ice patrol missions. The United States Coast Guard (USCG) currently operates a fleet of CN-235, HC-144A aircraft that utilizes the APS-143C(V)3 radar system manufactured by Telephonics Corporation (78711) of Farmingdale NY 11735. The APS-143 system is essential to HC144A flight operations and missions. SYNOPSIS: USCG, Aviation Logistics Center (ALC), Elizabeth City, NC is seeking potential sources that can provide the receiver transmitter part number 737-4000-001 and the signal processor part number 737-3000-001. All parts shall be new condition. The part numbers identified are authorized by the aircraft original equipment manufacturer (OEM) thus alternate items cannot be considered. No substitutions of firmware or software versions shall be authorized. All possible sources must provide traceability to OEM of each part. Drawings or specifications are not available, and cannot be furnished by the Government. All companies that can provide these parts are encouraged to provide a capability statement, company cage code, brochures, or any other information demonstrating that the items can be provided. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. Reimbursement will not be made for any costs associated with providing information to this sources sought. All interested parties must respond to any subsequent solicitation notice published on the Federal Business Opportunities website, www.fbo.gov. REPLIES: Responses shall be emailed to John Travers, Contract Specialist at John.R.Travers@uscg.mil Insert "HSCG38-13-S-0100002-SS Response" in the subject line of the email. Telephone responses will NOT be accepted. Responses are requested no later than 4:00 p.m. eastern time on 11/06/2012. Responses to this notice should include company name, address, and telephone number, point of contact. Please state the details and terms of any standard warranty included with the product. The Government believes the applicable NAICS code is 336413-Other Aircraft Part and Auxiliary Equipment Manufacturing. Please respond to the following questions (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, provide POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the government still plans to proceed with the acquisition, a solicitation announcement will be published in the FedBizOpps. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals.
