Description
THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). This modification notice serves to identify a PSC code, and revise the solicitation number, NAICS code, estimated period of performance, estimated level of effort, and estimated solicitation release date. The Fleet Logistics Center Norfolk, Philadelphia Office, intends to solicit on a full and open, competitive basis, in support of OPNAV N132G, Washington, DC, a requirement to provide continuity in support services to continue (1) fully developing, transitioning, and maintaining the Selection and Classification enabling technologies to Navy-wide implementation and integration within the Navy Manpower, Personnel, and Training Enterprise, and (2) provide enterprise consulting services of Selection and Classification standards, policies and business processes to assist the Government in meeting the goals and requirements of the Navy's Selection and Classification strategic direction and future vision. The Navy intends to solicit for a Single Award, Cost Plus Fixed Fee (CPFF) type contract for a base period of one (1) year, plus two (2) 12-month option periods, for a total estimated period of performance of 36 months, if all options are exercised. The anticipated contract start date is 01 AUG 2013. An Indefinite-Delivery, Indefinite-Quantity type contract with provisions for the placement of CPFF task orders is anticipated. This procurement will be a follow-on to the current effort, N00189-11-D-Z019. The estimated level of effort is 37,155 man-hours for the base year and an additional 37,155 man-hours per option, if exercised. The applicable North American Industry Classification System (NAICS) Code is 541512. The Product Service Code (PSC) is R425. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. However, the Government will consider information received by the specified response date. The solicitation, N00189-13-R-Z012, will be made available electronically upon its release, at https://www.neco.navy.mil/. The estimated solicitation release date is 19 NOV 2012. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a proposal which will be considered by the Government. The solicitation response date is tentative and subject to change. The closing date of the Request for Proposals (RFP) will be established in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award.
