Description
The General Services Administration (GSA), Public Buildings Services, National Capital Region, Washington, DC intends to issue a sole source contract in accordance with FAR 6.302-1 for a one-month performance period, with an option for an additional one-month period. The contract will be performed in the area bounded generally by Massachusetts Avenue to the south, New Jersey and North Capitol Street to the west, and Q and R Streets to the north; it also extends eastward just beyond the CSX/Metrorail tracks. The intended source will be NoMa Business Improvement District (BID). The contract will provide for the following services: 1. A corps of roughly 40 uniformed personnel daily for public safety; 2. Roughly 40 maintenance personnel daily for cleanliness, maintenance and beautification; 3. Public space management; 4. Transportation; 5. Communications and planning coordination; and 6. Homeless services. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The BID is formally registered as a business improvement district in the District of Columbia and is seen as the only firm able to partner with property owners in the relevant area to organize and seamlessly provide a comprehensive bundle of enhanced services, above and beyond the level that may be provided by other governmental or private sector sources. There is no other known public or private entity with the broad support and capacity to simultaneously make the relevant area safe, clean, and user friendly. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. The agency will consider any such submission.
