Description
The Army Contracting Command-New Jersey, Picatinny Arsenal NJ, 07806-5000, in support of the Project Manager for Combat Ammunition Systems (PM-CAS), is conducting a Market Survey to identify qualified sources that are capable of producing the M231/M232A1 combustible case assemblies for the 155mm Modular Artillery Charge System (MACS). The 155mm MACS is comprised of two propelling charges, the M231 for zones one and two, and the M232A1 for zones three through five. The objective of this action is to procure M231/M232A1 combustible case assemblies in support of the MACS production phase of the program. The Government intends to award a Firm Fixed Price (FFP) contract to include a base award with four (4) Option years for a total of five (5) years to cover FY13 to FY17 requirements. The estimated quantities per year: FY13FY14FY15FY16FY17 M231 Cases99,60043,20043,20043,20043,200 M232A1 Cases16,920082,80082,80082,80082,800 Total Cases268,800126,000126,000126,000126,000 The compositions of the M231/M232A1 combustible case are mainly nitrocellulose and fiber. The manufacturing process involves the processing of energetic materials (class 4.1C flammable solid) on steam heated molding dies. Molding pre-forms are made from aqueous slurry of fibers and resin using a technique known as the "Beater Additive Process". Potential offerors shall have requisite engineering staff and manufacturing facilities for the production of MACS combustible case components. The contractor's facilities shall include: (1) fully equipped laboratory for chemical analysis and physical property testing and (2) manufacturing facility equipment and inspection hardware and (3) demonstrated quality program fully compliant with MIL-Q-9858 and ISO 9002, with supporting analytical laboratory to support the manufacturing effort. The Department of Defense (DoD) has listed the MACS as a Critical Technology within the Military Critical Technologies List (MCTL) as well as the United States Military List (USML). As such the MACS technical data is restricted by the ARMS Export Control Act (Title 22, U.S.C. Sec 2751, et seq.) and is subject to DoD Directives 5230.24 and 5230.25. Therefore, all technical data is marked with an export control statement and Limited Distribution Statement F: Further dissemination only as directed by Production Branch, AMSRD-AAR-AEE-W, Picatinny Arsenal, N.J. 07806-5000 (Mar 96) or higher DoD authority. Interested offerors should provide, at no cost to the Government, a summary of their firms past experience, capabilities, size of business (small or large business), description of facilities, personnel, equipment, tooling, quality control of material and processes, packaging, storage facilities, subcontractors and major vendors, and any other information and areas of expertise that will demonstrate to the Government that they will be able to achieve the effort described herein. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. All responsible, interested firms are encouraged to submit their capabilities / qualification data and any pertinent information via email or electronically. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government.
