Description
Pre-solicitation Notice - D13PS00019 U.S. Waterborne Imports and Exports for ITA This is not an Request for Proposal (RFP). The Department of the Interior, Acquisition Services Directorate (AQD) on behalf of the Department of Commerce (DOC), International Trade Association (ITA), is seeking potential offerors in order to award two competitive Firm Fixed Price contracts with a base period of one year and four option periods of one year each. One contract will be for the requirement for import data and one contract will be for the requirement for export data. Multiple awards are anticipated from the forthcoming Request for Proposal (RFP). The RFP will be for subscriptions to an online system providing access to U.S. waterborne import and export information linked to detailed company information. The RFP will be issued by the AQD on or around November 9, 2012. The North American Industry Classification Code (NAICS) for the upcoming solicitation will be 518210 - Data Processing, Hosting, and Related Services and will have a business size standard of 25 million dollars. The RFP will be a full and open competition. Description of Requirement: The DOI intends to procure a subscription to an online system providing access to U.S. waterborne import and export information linked to detailed company information. This database must be accessible via IP-authentication with single sign-on capability from the agency's internal network and available to its entire user community, including those in Washington, DC, domestic field offices and international locations. The system must have the capability to track usership at the individual level and provide reports to the agency's point of contact on a monthly basis. It is estimated that the system will support up to 500 users per month. Minimum Requirements: The database must allow for import data searches by: company name, location, sales, number of employees; U.S. state, county, city, zip code; consignee/shipper; country of destination; port of shipment; product and industry. The database must also allow the date range of the search to be varied both in length (12 months vs. 18 months, for example) and period (18 months beginning 06/2009, for example). Additionally, there must be a way to view individual bills of lading. Results must be exportable and downloadable for further use in data analysis software and company information included in search results shall include basic contact information (address, phone, employees, management) as well as information on the company's structure (including headquarter and branch locations). This action will be primarily solicited in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. AQD anticipates soliciting this requirement through the Federal Business Opportunities web site (www.fbo.gov) on or about November 9, 2012 under RFP number D13PS00019. Interested parties are responsible for monitoring the web site for all procurement related information and must respond to the RFP in order to be considered for award of any resultant contract.
