- Instructions for completing capilities statement 1. The Air Force Life Cyle Management Center (AFLCMC) Theater Battle Control Division (HBDC) intends to purchase 1039 Personal Computer Improved Data Modem kits, Part Number PCIDM-V4-2N2 manufactured by Innovative Conce1. The Tactical Air Control Party Modernization (TACP-M) Dismounted Project intends to purchase 1039 Commercial Off The Shelf (COTS) Personal Computer Improved Data Modem (PCIDM) kits, part number PCIDM-V4-2N2 manufactured by Innovative Concepts, Incorporated. Each kit consist of one PCIDM V4 USB device, USB cable (P4C-USB-2), CombatNetTM software installation CD including AMPGUI, PCIDM Software Development Kit (SDK), PCIDM V4 Users Manual, 12 month warranty, and ground shipping in CONUS. 2. THIS IS A REQUEST FOR INFORMATION ONLY. Interested parties with equivalent products are invited to submit a qualification statement. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the U.S. Air Force or TACP-M Dismounted Project will contract for the items contained in the RFI. The Dismounted Team will not pay respondents for information provided in response to this RFI. 3. Instructions for completing the qualification statement are attached to this notice. the following standards: 4. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. In accordance with FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government shall not pay for the information solicited or recognize any costs associated with the submission of responses. The purpose of the notice is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this notice is intended to be used by the Government on a non-attribution basis for program planning and market research. By submitting information in response to this notice, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the Electronic Systems Center releases and disseminates the information for review. As such, to the extent that any information submitted in response to this notice is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information submitted may be disclosed to third parties, and (b) that submission of information in response to this notice constitutes consent to such handling and disclosure of submitted information. This notice is being used to obtain information for planning purposes only, and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
