Description
RFI for Turkey Labs Testing SP0600-12-R-0536 The purpose of this Request for Information (RFI) is to provide a description of the requirements for Quality Surveillance Inspections for the several locations described in this RFI and Laboratory Testing Services for the locations of Iskenderun and Mersin, Turkey to ensure DLA Energy receives petroleum products within contracted specifications and that transportation and storage services meet established requirements. This is a Firm-Fixed Price Contract. The inspection/laboratory contractor will be notified, in advance, when these requirements need to be met. This will be a 1 (one) year contract with 4 (four) 1 (one) year options periods beginning July 1, 2013 - June 30, 2018. Availability of testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). Contractor has to have experience and the necessary equipment and expertise in Laboratory Testing of the following Petroleum Products: •· Diesel Fuel, Tupras 403; •· Aviation Turbine Fuel (JP-8), MIL-DTL-83133 (Latest Version); •· Aviation Gasoline (100LL), ASTM D910 •· Unleaded Motor Gasoline 95 RON, Tupras 243. The Contractor has to be able to provide: Transportation of samples from Adana GOGO to: Iskenderun - 134 km and Mershin 90 km. Transportation of samples from Osmaniye to: Iskenderun - 77 km and Mershin 180 km. Transportation of samples from Adana NATO to: Iskenderun - 144 km and Mersin 96 km. Transportation of samples from Diyarbakir to: Iskenderun - 516 km and Mersin 605 km. Transportation of samples from Mersin to: Iskenderun - 211 km and Mersin 0 km. Transportation of samples from Iskenderun to: Iskenderun - 0 km and Mersin - 211 km. Inspections Due to limited United States Government Quality Assurance Representatives (QAR) being available in Turkey, DLA Energy has resorted to contracting a third party inspection group to accomplish quality related tasks within the region. The inspection contractor must verify that all Department of Defense petroleum product users receive and have access to products that meet or exceed quality specifications by performing DLA Energy required quality surveillance tasks. The inspection contractor must be able to supply sufficient personnel to perform all tasks during normal operations and during contingencies and any buildups. The contractor personnel must possess the necessary training/skill to perform all tasks identified in the contract. Inspection contractor will follow MIL-STD-3004 latest version for quality surveillance sampling and testing of all stored government owned product. The inspection contractor will be responsible for delivery of the samples to the contractor designated laboratory. The contractor shall provide product and delivery conveyance inspections, contractor and loading oversight, documentation, sampling and laboratory testing of products and services at Ministry of Defense (MOD ANT) terminals. Inspection contractor will receive a copy of each order placed for product from the ordering office. After receipt of order the inspection contractor shall examine each conveyance used to transport product to US Forces. An inspection system or standard operating procedure (checklist) will accompany personnel and be used while performing tasks, 100% of the time. The point of contact for the MOD ANT terminals will be provided upon contract award. Inspection contractor will be required to maintain close communication with the product supplier to ensure that they are aware of all orders placed, and will do so in adequate enough time to allow the above requirements to be completed. Inspection contractor will perform Sampling and Onsite C+ Testing at Fuel Farm Tanks, Pipeline, and Tank Trucks for each fuel sample being tested. Inspection contractor will perform Tank Compartment and Truck Inspection Prior to Loading Product for each fuel sample being tested.
