- The Naval Surface Warfare Center Carderock Division (NSWCCD) located in Bethesda, MD has a requirement for the purchase of tow cable material, i.e. śfairing ť to reduce drag on Naval vessels and for the use of repairs at sea. The NAICS Code is 334417 and the size standard is 500 employees. The proposed purchase order is being solicited on a sole-source basis to Rolls-Royce Canada Ltd Naval Marine in Ontario, Canada. The selected offeror shall provide the fabrication and installation of fairing to include anti-stacking rings onto a tow cable. Rolls-Royce will design and build a reel for holding the tow cable with fairing installed. Rolls-Royce has the knowledge and capability to provide the exact material and manufacturing standards as specified; their design/product is considered proprietary and has performed well in other Naval systems. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii); there is only one responsible source and no other suppliers or services will satisfy the agency requirement. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Interested parties may identify their capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals and does not constitute a solicitation. This announcement constitutes the only solicitation and a written solicitation will not be issued.
