Questions and Answers document dated 26 October 2012. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Request for Quotes are being requested and a written solicitation will not be issued. Requisition Number W81EWF-2123-2964 applies and is issued as a Request for Quotation. The North American Industry Classification System (NAICS) code is 332994. Size Standards is 1000 Employees. FOB Destination: Vicksburg, Mississippi. The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) - Survivability Engineering Branch has a need for the following: Line Item 0001: Small Caliber Research Gun System, Quantity 1, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0002: Shipping of Small Caliber Research Gun System to Vicksburg, MS, Quantity 1, Unit: Lump Sum, Unit Price: _______, Total Amount_______ Background The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for a small caliber research gun system. This research gun system must consist of the following components and meet or exceed the specifications listed: Components/Specifications 1. Eight feet long 20mm rifled barrel with surface hardened bore with 1 in 20 twist rate. Capable of achieving speeds in excess of 6000ft/s for the 20mm FSP Threaded for screw-on cartridge-less chambers 2. Six feet long 14.5mm rifled barrel with 1 in 18 twist rate Threaded for screw-on cartridge-less chambers 3. Four feet long 50 caliber rifled barrel with 1 in 15 twist rate Threaded for screw on chambers 4. Two feet long 30 caliber rifled barrel with 1 in 10 twist rate Threaded for screw-on chambers 5. Twenty inch long 223 caliber rifled barrel with 1 in 12 twist rate Threaded for screw-on chambers 6. Eight feet long 20mm smooth-bore barrel Threaded for screw-on cartridge-less chambers 7. Five feet long 50 caliber smooth bore barrel Threaded for screw-on chambers 8. Thirty inch long 30 caliber smooth bore barrel Threaded for screw-on chambers 9. Four screw-on cartridge-less chambers with volumes of 25, 50, 75 and 100 cc 10. Six screw-on chambers for the following cartridges 50 caliber BMG 7.62 x 63 7,62 x 54R 7.62 x 51 NATO 7.62 x 39 5.56 x 45 NATO 11. Floor mounted gun stand which is compatible with all barrels listed. 12. Solenoid actuated firing breech with two striker rods 13. Remote firing system with 20 feet cables 14. Variable Frequency Projectile Arrival Timer (Up/Down Counter) with 4 channels connected via RS-232 connectors. The unit should be capable of producing two output signals from each of the four counter circuits. One signal should be a TTL level signal and the second signal shall be capable of variable voltage in the range of 10-50V output into 50 ohms impedance. 15. The small caliber gun system shall be delivered to the address below: Engineering Research and Development Center 3909 Hall Ferry Road Vicksburg, MS 39180 ATTN: CEERD-GS-V 16. Delivery shall be within NLT 14 weeks from the time of award. FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. Technical data is required to verify technically acceptable. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Condition - Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The clauses cited within the clause as indicated below are applicable: FAR clauses 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, and 52.232-33. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, and DFARS 252.232-7010, Levies on Contract Payments applies to this acquisition.
