- NAICS Code: 541511 Custom Computer Programming Services. This is a total Small Business Set-Aside. The U.S. Geological Survey (USGS) seeks a qualified contractor to provide system analysis and programming services for the maintenance and development of analysis, modeling, and data management software in the water resources field, and user support, training, and mentoring in the use of the software. The intent of this contract is to provide a full range of water-resources research and software engineering capabilities within a professional environment. The Contractor shall ensure that all software and databases comply with all relevant Federal and USGS government requirements and guidelines, including enterprise architecture, security, privacy, and disaster recovery. Requirements include but are not limited to: (a) Software: Develop, enhance, and maintain software necessary to support implementation and operational use of analysis, modeling, and data-management systems used in investigations and research in the Water Mission Area (WMA) and related mission areas of the USGS. Legacy and current programming languages include various versions of Fortran, Visual Basic, C, and Java. (b) Data Management: Develop, enhance, and maintain software and databases necessary to support the download, storage, management, manipulation, and retrieval of data used in the WMA. Databases include, but are not limited to Access, Excel, Ingress, and Oracle. (c) Mentoring and Training: Provide mentoring in the use of the Hydrological Simulation Program - Fortran (HSPF), MapWindows, and any modeling or analysis software included in a task order under the contract; Conduct webinars and formal classroom training as necessary for USGS to obtain an acceptable level of proficiency using the Hydrological Simulation Program - Fortran (HSPF), MapWindows, and any modeling or analysis software included in a task order under the contract; Provide general user support for the Hydrological Simulation Program - Fortran (HSFP) and associated software tools, MapWindows, and any modeling or analysis software included in a task order under the contract. Actual performance is estimated to begin on or about January 15, 2013, with four (4) additional option years. The Request for Proposals will be issued on or about November 26, 2012. Interested parties may obtain a copy of the RFP electronically at http://Fedconnect.gov All interested offerors responding to this Request for Proposals should download the solicitation from the website given and provide a written response by the due date indicated on the solicitation. Only written responses received by the due date will be accepted. Telephone and/or fax requests will not be accepted. This solicitation is being issued using full and open competition.
