THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from PRIME CONSTRUCTION CONTRACTORS WITH A MINIMUM SINGLE BONDING CAPACITY OF $100 M concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to James Mazurick at James.A.Mazurick@usace.army.mil no later than 3:00 p.m. eastern standard time Friday, November 16, 2012. Project: Public Health Command Laboratory Replacement, Edgewood Area, Aberdeen Proving Ground, MD. This project is for the construction of a 279,574 square-foot (SF), multi-story replacement medical research laboratory. This facility includes wet labs, field labs, vivarium under Good Laboratory practices (GLP), warehouse, lab offices, ancillary spaces, logistics, and building support spaces. Supporting facilities include utilities, storm drainage, access roads, parking, and site improvements. This project is required to provide a modern, consolidated laboratory building to support increased demands for Public Health Command (PHC) Lab services, which include worldwide surveillance and diagnostic analysis of vector-borne and communicable diseases. Laboratory services will also support toxicological and occupational health evaluations of new materials used in military systems. The NAICS code is 236220, the size standard is $33.5 million. The contract duration is estimated at 730 calendar days. The estimated magnitude of construction is between $100,000,000 and $250,000,000. In accordance with FAR 36.501 - Performance of Work by the Contractor, the PRIME CONTRACTOR must self-perform a minimum of 20% of the cost of the contract, not including the cost of materials, with its own employees, to assure adequate interest in and supervision of all work involved. All interested PRIME CONTRACTORS should, at a minimum, provide the following information: - Contractor name, address, and phone number -Business Size: small or large - If small, HUBZone, 8(a), SDVO? - A narrative demonstrating experience in type of work at the similar contract value in a similar type of location, including LEED Silver certification or better. - A letter from the surety regarding the bonding capability for a single contract action and aggregate. Narratives shall be no longer than eight (8) pages, not including a cover letter. Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
