Description
Intent to Sole Source. The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Office of the Comptroller of the Currency (OCC), intends to negotiate a sole-source procurement with MorningStar Inc. for MorningStar research software. The Government intends to award a contract for a base period of two years. A sole source to MorningStar Inc. is intended for this order, based on the fact that they are the sole manufacturer of the software and there are no resellers. No other known source has the capabilities to provide this software. MorningStar, Inc. is an independent investment research company which categorizes funds by their actual holdings. Mutual funds are rated from one to five stars based on how well they've performed (after adjusting for risk and accounting for all sales charges) in comparison to similar funds. Within each MorningStar Category, the top 10% of funds receive five stars. The available software tools are used by the OCC/OTS 401K investment committee in conducting it's fiduciary responsibilities. The team uses these tools to research and analyze funds for inclusion in the plan lineup, designating which funds as Watch List, and post appropriate relative data on the OCCNet in order to meet the committee's fiduciary responsibilities. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than seven days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Waters.
