- Description
- Intent to Sole Source. The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with Waters Corporation for a Service Contract on the existing Waters triple-quad mass spectrometer system. The Government intends to award a contract for a base period of one year and two option years, to be renewed annually. A sole source to Waters Corp. is intended for this order, based on the fact that they are the manufacturer of the equipment, supplier of parts and equipment schematics. No other known source has these capabilities. Waters is the only company capable of providing Waters parts and Certified Trained Technicians. Technicians not trained by Waters may not be familiar with the complexity of the repairs required on the equipment. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than seven days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Waters.
