- Travis AFB Site List 5 Jun 12 - Statement of Objectives - SOO This Pre-Solicitation Notice is being issued to advise potential offerors of a site visit at Travis Air Force CA, in support of the Government's requirement for a performance-based remediation (PBR) effort at this installation. The site visit is for informational purposes to allow contractors to tour the project sites. Site visit attendance is voluntary and is not required in order to submit a proposal. (Note, all associated travel costs and expenses will not be reimbursed by the Government.) Site Visit for this PBR effort will be held 5 December 2012 and will follow the schedule outlined below. All attendees MUST arrive at the Travis Conference Center location at the start time indicated below for sign-in and directions to the sites. Ending times are approximations. Attendance is limited to two (2) individuals per Prime Contractor Site Visit Schedule: Morning Travis AFB Date of Site Visit: 5 December 2012 Time: 0900 ~ 1200 Meeting Place: (USO Bldg 480 - Ballroom) Travis AFB, California 94535 Afternoon Travis AFB Date of Site Visit: 5 December 2012 Time: 1330 ~ 1700 Meeting Place: Large Parking Lot East of Airmen Park and Bldg 570 411 Airmen Dr Travis AFB, 94535 Installation POC for this site visit: Installation Program Manager, Mark Smith - (707) 424-3062 AFCEC Project Manager, Dave Leeson - (210) 395-8585 Each person attending the site visit will need to submit the following information to the points of contact below no later than 12:00 p.m. (CT) on 16 November 2012. If this information is not submitted by the required time and date indicated above, your company will NOT be able to attend the site visit due to security concerns. There will be NO EXCEPTIONS: 1) Name and title of individual(s), including First and Last name 2) Date of Birth 3) Driver's License # 4) State of issue for Driver's License 5) Company Name 6) Indication of Prime or Team Member/Subcontractor (if team member/subcontractor, include Prime respresented) 7) Daytime Phone Number of personnel attending site visit 8) For AFP PJKS: Person visit must be a US citizen POC TO: Contracting Officer: Naomi Alvarado at naomi.alvarado@us.af.mil Cc: SRA Nebeker at aaron.nebeker@us.af.mil Additionally, for access to the installation with a privately-owned or company-owned vehicle, you will be responsible for showing current driver's license, current registration, and current insurance. If the vehicle is a rental vehicle, then rental agreement paperwork, insurance, and current driver's license shall suffice. If your company fails to submit the attendee information by the requested time and date, your company will not be allowed to attend the site visit due to strict security concerns. If your personnel fail to bring the proper credentials for admittance to the base and the specified sites, attendance of the site visit will not be possible due to security protocols. Only those individuals submitted in advance will be allowed to attend the site visit. Base maps and base presentations will be made available on the FTP site prior to the site visit. All questions that arise during or after the site visit must be submitted via email to the undersigned and the contract specialist NLT 12:00 PM CST on 21 Dec 2013. The Government intends to conduct a source selection using FAR Part 15 procedures resulting in a stand-alone "C" contract for this PBR effort, NOT a task order issued against any of the AFCEC suite of IDIQ contracts. If the Government elects to proceed with this requirement, a formal solicitation will be posted to FedBizOpps at a later date. It has NOT yet been determined if this requirement will be issued as using Small Business Set Aside or Full and Open Competition procedures, both small and large businesses may attend. "One (1) website is available to review the key installation-specific environmental documents listed in Statement of Objectives (SOO), Enclosure 2, Table 1, Key Documents, and other documents relevant to this solicitation. The Air Force believes this documentation represents the most recent and appropriate documentation available for the installation and sites identified in this Contract. The offeror is solely responsible for reviewing all publicly available information and forming their independent, professional conclusions/interpretation of site conditions and requirements to meet the objectives of this Contract. This information is not intended as a substitute for complete analysis of technical data available, nor is it intended to be a guide on how the offeror should address achievement of the performance objectives.
