- REQUEST FOR INFORMATION 1.0 Description 1.1 The U.S. Consumer Product Safety Commission (CPSC) in support of the Office of the Executive Director for Information Technology (EXIT) is seeking information on how an interested contractor could implement a property management and sample tracking system for multiple Commission needs. The primary goals of the Commission in this effort is to understand: • What market software is available for tracking the acquisition, receiving, tagging, and controlling of assets (whether property or samples) • What are the available approaches to inventory management across multiple locations with the least amount of human involvement, through technologies such as radio-frequency identification (RFID) • How to best manage the custodianship, borrows, transfers, and excess of assets • How a property management tool can be leveraged to forecast capital replacement costs, either through stand-along functionality, or in conjunction with a budget system 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, CPSC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background The Commission currently has two systems for tracking assets: Property Management and Sample Tracking. CPSC is interested in technologies that could replace or enhance both systems. The Property Management System tracks CPSC property. The application provides asset control through bar code labels and readers, property documents, movement tracking, asset depreciation, record archiving, and reporting. Managed assets are located at CPSC headquarters, laboratory, warehouse, library, and regional offices. The Sample Tracking System tracks a large volume of product samples either purchased or provided as part of an investigation. The samples are used for safety testing each year, and must not have their chain of custody broken. Therefore, the Commission Sample Custodian and other agency staff use this application to ensure sample handling continuity and integrity, and to record the final disposition of a sample. Every sample movement is recorded, and may be cited in court actions. There are a number of reports and search options available for managing samples. All Commission staff and contractors, about 450 individuals in total, use the Property Management Application. Concurrently, there are no more than 5 users leveraging the system. The Sample Tracking Application is used by a smaller number of individuals, estimated at about 50, and no more than 5 concurrent users. The applications currently operate on CPSC's network, with standard federal agency authority to operate, in an unclassified, business environment. CPSC leverages.net applications in its environment, and is particularly interested in cloud-based or software-as-a-service (SaaS) solutions. The Commission is also interested in understanding what Commercial Off-The-Shelf (COTS) products could satisfy Commission needs. 3.0 Requested Information CPSC is requesting the following information through this RFI: 1. Explain the types of asset tracking systems (property and/or sample tracking) available and the pros/cons of each. 2. Explain how asset-tracking systems can enhance knowledge of capital assets and their respective values, and how they can establish a standard process for investment decision-making. 3. Explain abilities to automate asset entry into the asset tracking system. For example, can a system associate an asset and enter its data based on the scanning of a UPC, and associate it to a serial number. 4. Describe the ability of asset tracking systems to break out assets according to functional roles of government and enterprise funds (ex. public safety, administrative, etc.). 5. Explain how the asset tracking systems available could meet or exceed the functionality described for the Property Management System and Sample Tracking System in section 2. 6. Are there asset-tracking systems that do not require a connection to CPSC's network (ex. Cloud solutions), yet will provide the desired results? If so, please explain. 7. Explain the typical set up and operational results of a workflow (queue) for managing an asset. 8. Explain the availability of active/passive systems for managing assets based on a custodian's involvement. 9. Explain native or add-on solutions that provide RFID or other physical location tracking capabilities for the asset management system. Include in the explanation how the system tracks physical assets, and what the accuracy is of such tracking capabilities (i.e. within 3 feet, etc.) 10. Explain the ability for asset management systems to manage assets in alignment with a chain of custody (i.e. an individual is always in change of an asset, from a legal definition perspective). 11. Highlight any problems/issues experienced with using an asset management system. 12. Show examples of the data reports generated by an asset management system. Describe how custodians can, on the fly, modify data report parameters without the need for developer involvement. 13. Show examples of bulk data processes (example: purge, update, check in, etc.). 14. Describe the ability to tailor reports to property custodians based on unique property tracking needs, such as a type of property, or a location. 15. What is a typical length of time for fully implementing an asset management system? 16. Describe the ability of asset management systems to interface via a standard data exchange (ex. web services), with other systems (ex. budget application). 17. Explain what is a typical length of time for fully implementing an asset management system. 18. Describe the ability of asset management systems to interface via a standard data exchange (e.g. web services, APIs), with other systems (ex. budget application). 19. Describe the ability of an asset management system to ingest previously tagged and scanned asset data from a structured (i.e. Oracle) database. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper response. 4.2 White papers in Microsoft Word for Office 2010 compatible format are due no later than November 20, 2012, 10:00 AM EST. Responses shall be limited to 15 pages for Section 2 and submitted via e-mail only to aahmad@cpsc.gov Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the white paper response shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name of organization, DUNS#, mailing address, phone number, and e-mail of designated point of contact. If this service is available on your GSA schedule, please identify your GSA schedule #. 4.3.2. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541513 computer facilities management services 541614 Process, Physical Distribution, and Logistics Consulting Services The number of pages in Section 1 of the white paper shall not be included in the 15-page limitation, i.e., the 15-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 15 pages. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail aahmad@cpsc.gov. Verbal questions will NOT be accepted (No phone calls please). Questions will be answered by email and shall NOT contain proprietary information. The Government does not guarantee that questions received after November 13, 2012 will be answered. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Asset Tracking Solutions. The information provided in the RFI is subject to change and is not binding on the Government. CPSC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
