- Delineated Area Map A. Statement of Requirements. The Government is seeking to enter into a lease for approximately 9,913 ABOA Square Feet of office space in Charleston, SC meeting the following requirements: Delineated Area: The space must be located in Charleston, SC, specifically within the following boundaries: Starting from the Northwest corner of the delineated area, moving clockwise: •· Northern Boundary: Ashley Phosphate Road •· Southern Boundary: Mark Clark Expressway (526) to Leeds Avenue to Azalea Drive to Cosgrove Avenue •· Eastern Boundary: Rivers Avenue •· Western Boundary: Dorchester Road (642) Additional Requirements: 1. Limited areas of the office space (approximately 500 S.F.) can be located on a first floor but will be determined by the security officer on a site by site basis. 2. If a portion is on 1 st floor is used, the agency review security issues on a site by site basis as determined by the Government Physical Security Specialist. 3. Can be on the 1 st floor (plus circulation factor): a. About 500 SF for processing area b. possibly another 200 SF c. have to see where they are offering it (bringing prisoners, separate entrance and agency do not want them brought up with/near the public) 4. Sally port is preferred 5. 100 feet setback restriction 6. Cannot be on the top floor, due to roof access security concerns (middle floors of a multi-tenant building are required ) 7. The agency physical security requirements: a. Cannot be within 100 feet of a Drug free zone b. Cannot be located within 100 feet of schools or day care centers c. Cannot be located within site distance or in the same building as a bail bondsmen or attorney who representing drug defendants. d. Cannot be located within 100 feet of a prison or holding area, where prisoners could see who were being brought in. e. Visual security of the building - will not accept a building next to a hotel; there are security concerns if the building is significantly lower than buildings around them; cannot accept property backed up to an interstate; if there is restricted site from building. f. Ease of access into and out of the building - concerns due to traffic g. Because people come and go different times of day/night; safety is important - the surrounding area must be in an area that is physically safe. Parking Spaces (Total): 1. Twenty five (25) secured surface parking spaces are required as part of the lease for official government vehicles. 2. Secured parking adjacent to the building is preferred. 3. Fencing is also an option. 4. Secure parking-for parking and storage of vehicles out of sight of the public preferred. Full Term: Fifteen (15) years Firm Term: Ten (10) years Option Term: Renewal option(s) may be requested. All services, utilities and tenant improvements must be provided as part of the rental consideration. The offered space must meet Government requirements for security, fire and life safety, handicapped accessibility, and Sustainability. Space must be located in a commercial office district with attractive, prestigious, professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. Offered space shall not be in a 100-year floodplain. Space offered must have potential for efficient layout and be ready for occupancy by the 4 th quarter of 2014. B. Projected Dates. Expressions of Interest Due: November 21, 2012 Market Survey (Estimated): Late November or Early December 2012 Offers Due: TBD Occupancy (Estimated): December 1, 2014 C. Expressions of Interest. If you desire to submit a location for consideration, please forward information by 5:00 PM EDT, Monday, November 21, 2012. Expressions of interest should include building name and address; AutoCAD of floor plate with offered premises clearly defined; rentable square feet offered and rentable rate per square foot (specifying services and utilities included); and, contact information for owner or authorized agent. Brokers or agents may represent the prospective landlord, but any properties or proposals submitted by brokers and/or agents must be accompanied by written evidence that they are authorized to represent the building's ownership. Subleases are not acceptable. This Pre-solicitation Notice does not address requirements in their entirety.
