Description
This is a combined synopsis / solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) has a requirement to install and maintain PIT-tag detection system on the John Day River as detailed in the following statement of work: Background National Marine Fisheries Service (NMFS) has a long-tenn research project that uses PIT-tag technology to provide straying estimates for John Day River, which has been identified as having high straying rates that could impact its ESA-Iisted steelhead. There is a new transceiver that became available in October that will allow us to install antennas that span the entire width of the river versus the current system that only spans half that distance. This will greatly improve our straying estimates and so we want to get the equipment installed as soon as possible in order to record the PIT-tagged steelhead that will start returning in November 20 12. NMFS has already obtained all the necessary pennits for installing the new system. NMFS need help to get this installed quickly and want to contract a company to install government furnished PIT -tag antennas, IS 1001 transceivers and the associated master controllers. Also want the Contractor to maintain the site for 3 months with the optional task of having the Contractor maintain the site for 4 more months. Maintaining the site will require I trip per month to the site to check on the equipment and potentially having to move equipment before it i,s damaged by high water or ice conditions. Base task 1 1. Remove the current 6 PIT-tag antennas and install 12 government furnished antennas along with their antenna cables. 2. Install government furnished transceivers and master controllers. a. The Contractor shall confmn that there is communication between the master controller, each IS I 00 1 PIT-tag transceiver and each antenna. b. Once the equipment is insta11ed, the Contractor shall test the read range performance of each individual antenna with SST-! tags. Read range values shall be measured at the edges and in the center of each antenna. c. If one antenna is performing poorly, the Contractor shall help to troubleshoot and solve any problems that occur during the connection of the antennas, transceivers, and communication system. Base task 2 I. Assist NMFS in operating and maintaining the PIT-tag system for the John Day River. a. Maintain the PIT-tag system for the John Day Riv.er from November 2012 - January 2013 or for 3 months. The PIT-tag system includes the antennas, antenna cables, transceivers, master controller, and the communication platform. b. This assistance will entail a visit to the site once a month. c. This O&M work may require replacing a bad antenna, a bad antenna cable, or a bad transceiver. d. This O&M work may require moving equipment before it is damaged by high water or ice conditions. Optional task 1 1. Assist NMFS in operating and maintaining the PIT-tag system for the John Day River. a. Maintain the PIT-tag system for the John Day River for 4 months after the option is exercised. The PIT-tag system includes the antennas, antenna cables, transceivers, master controller, and the communication platfonn. b. This assistance will entail a visit to the site once a month. c. This O&M work may require replacing a bad antenna with the spare antenna, a bad antenna cable, or a bad transceiver. d. This O&M work may require moving equipment before it is damaged by high water or ice conditions. Required experience aDd skills I. The contractor must have experience installing Destron Fearing or Biomark transceivers. 2. Experience operating and maintaining PIT-tag systems for stream applications. Deliverables The deliverable for Base Task I shall be a short report indicating that the installation ofthe PIT-tag system has been satisfactorily completed. This will include a summary of the read-range perfonnance of all 12 antennas. The deliverable for Base Task 2 shall be a short email report after each monthly visit that describes any problems that arose during that visit. The deliverable for Optional Task 2 shall be a short email report after each monthly visit that describes any problems that arose during that visit. Interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to 206-526-6025 or email ( melvin.n.fondue@noaa.gov ). This is a simplified acquisition with an estimated value of less than $150,000. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
