Description
THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE FOR CONSTRUCTION SERVICES The Department of Veterans Affairs, VA Midwest Health Care System (VISN 23) Network Contract Activity (NCA) on behalf of the Minneapolis Health Care System (MVAHCS) intends to issue a Request for Proposals (RFP) to award a single, firm fixed-price contract for completion of general construction project 618-12-111 "Construct EP Lab", at the Minneapolis VAMC, Minneapolis, Minnesota. The solicitation will be conducted in accordance with FAR Part 15 (Contracting by Negotiation) and Part 36 (Construction) and will be evaluated with procedures therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business Set Aside. Award of this project shall be in accordance with Public Law (PL) 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006. The applicable NAICS Code is 236220. The small business size standard is $33.5 million. The Magnitude of Construction is between $1,000,000 and $2,000,000. The estimated period of performance is 210 calendar days after issuance of the Notice to Proceed to Construction. Contractor shall provide all materials, labor, and equipment to construct a new electrophysiology lab and construct new support spaces for medical center personnel in the cardiology department on the 3rd floor of the medical center. Work will include new walls, flooring, ceiling, doors, mechanical HVAC, gases, domestic water systems, structural, electrical power systems, lighting systems and communications. Contractor shall provide site preparations for the installation of the new radiology equipment by the equipment vendor. All work shall be provided and installed in accordance with approved specifications and drawings (will be published with the actual solicitation). The solicitation documents including specifications and drawings will be issued on or about November 27, 2012. Proposals will be due not less than 30 days after issuance of the solicitation. A site visit will be scheduled and specific information for the site visit will be announced upon Solicitation issuance. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. Specifications and drawings for use in submitting offers will be available on the Fed Biz Opps (FBO) website (http://www.fedbizopps.gov/ ) when the actual solicitation is posted. All respondents must be registered in the System for Award Management (SAM) database (http://www.sam.gov ) and complete online Representations and Certifications at (http://www.sam.gov ), along with Vets 100 at (http://vets.dol.gov/vets100/). Offerors must be verified or in re-verification as Service Disabled Veteran Owned Small Businesses (SDVOSB) in the VetBiz database at (http://www.vetbiz.gov/) on the date that offers are due in order to be considered for award. Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/ ). All parties must obtain all notices and amendments to the solicitation through this web site. Hard copies will not be mailed. A list of site visit attendees will be published on the FBO website, following the site visit. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List.
