- This is a SOURCES SOUGHT NOTICE for market research ONLY to determine the availability of potential small business categories, such as 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned or Woman Owned Small Businesses that are interested in performing this requirement. NO AWARD will be made from this sources sought. No solicitation, specifications or drawings are available at this time; therefore do not request a copy of a solicitation. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. Respondents should also note that the Government will not return any information submitted in response to this RFI. Respondents should not submit any proprietary information when responding to this RFI. Project Description: Magnitude of Construction is between $1,000,000 and $2,000,000. The Wall Ranger Station administrative site consists of three buildings: the National Grassland Visitor Center (NGVC), the Wall Ranger Station office and the warehouse. This project will upgrade the National Grassland Visitors Center and the 42-year old Ranger Station to improve energy efficiency, replace aging components, and to match the architecture of the newer NGVC building. New exterior finishes will be applied to the Office to provide site continuity and consistency. The work will entail two phases. Phase I Base and Optional Items: Base: 1. Mob/Demob 2. QC, Survey and Staking 3. Site Erosion Control and Building Connector Demo 4. Office Building Renovation 5. Office Building Geothermal Loop 6. Office Building Plumbing, Mechanical, and Electrical 7. Subflooring replacement (additive or actual quantity item) Optional: 1. Fire and security system for office 2. NGVC Geothermal loop 3. NGVC Geothermal mechanical equipment 4. New windows for office building 5. Sun shades over windows in office building 6. Covered walkway between office and NGVC Tackable surfaces in offices Phase II Base and Optional Items: Base: 1. Mob/Demob 2. QC, Survey and Staking 3. Site Demo and Erosion Control 4. Replace NGVC Windows 5. Structural Repairs 6. Landscaping and Irrigation System Repair Optional: 1. Vapor Barrier in Crawl Space and Drain Stone in NGVC 2. Replace plumbing fixtures in NGVC 3. Improve Drainage around NGVC (remove stone border, add fill, reinstall thinner stone border and sod) 4. Prefabricated Flam/Haz Storage Building at Warehouse Site Replace Roof on NGVC SOURCE REQUEST INFORMATION: In order to determine the extent of industry interest and experience in this requirement, contractors shall submit a written response to: (USDA Forest Service-Black Hills National Forest, Attention: William Highland, 8221 S. Hwy. 16, Rapid City SD 57702, email whighland@fs.fed.us, or FAX (605) 343-7134 no later than by 28 Nov. 2012, 4:00 PM, MT. Responses shall include: 1) Name of firm, point of contact, mailing address, and phone, Tax ID, and DUNS Number. 2) Identification of the appropriate business classification (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned, Woman Owned Small Businesses, or Small Business as indicated at www.ccr.gov (Anticipated solicitation NAICS code is 236220 with a size standard of (33.5 million dollars). Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. 3) List prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last three years. Statements should include: A. Brief description of previous services provided, to include dollar value. B. Customer/purchaser. Point of Contact with phone number, and a description of the experience and how the referenced experience is relevant to the services described herein.
