- U.S. GOVERNMENT PROCUREMENTS Modified FCG002 Justification for Other than Full and Open Competition for a modified FCG002 Bus Card Solicitation Number: F1S0AF2292B002 13-Nov-12 Notice Type: Special Notice Synopsis: Notice of Contract Action PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT & MATERIAL OFFADD: AFFTC/PKE Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93534 SUBJECT: Modified FCG002 Card SOLICITATION NO: F1S0AF2292B002 DUE: 28 NOV 2012 POC: Kim Rabatin, (661) 277-8470 phone Contract Award: FA9302-13-M-F002 The following products will be procured: CLIN 001, 1CTFC14. 14 EACH Modified FCG002 CARD DESCRIPTION: The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures, under the sole source authority FAR 6.302-1, Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. Award is to Connect Tech, Inc., 42 Arrow Road Guelph, Ontario Canada NIK 1S6 in the amount of $ 22,400.00. Connect Tech Inc. is the sole manufacturer with regional distributors in the United States, of the required supplies to maintain existing equipment, ICTFC14 Modified FCG002 Card. This card is a programmable FPGA, Xilinx multi-platform Virtex-5 (LXT or FXT) bus card. The following specifications apply: Programmable FPGA: Xilinx multi-platform Virtex-5 (LXT or FXT); Input Clock: 100 MHz; Memory: 8MB Flash, 128MB DDR2-400; User I/O: 64 single ended signals or 32 LVDS pairs; Serial: 2 x RS-485; Ethernet: 2 x 10Base-T, 100Base-TX; Form Factor: PCI-104; Environmental: Industrial Temperature: -40 degrees C to 85 degrees C (-40 degrees F to 185 degrees F) Humidity: 95% non-condensing; Embedded Software Support QNX; Host System Software Support QNX, Windows, Linux; Power Requirements: 5 V DC (+/- 5%); Dimensions: PCI-104 1.0 compliant L: 3.775" X w: 3.575" x H: 0.535"; Connectors: Two RJ-45 modular jacks (Ethernet) and Two 2x5 0.100" headers (serial) and One 2x40 0.050x 0.100" header (general I/O) and One 1x6 0.100" header (flash programming). The Connect Tech Inc. cards are a primary component of our new defensive recorder that replaces an older inadequate recorder. It is critical that the bus cards have 4 channels that can be configured as a bus controller, a remote terminal, or a bus monitor. The NAICS code is 334418/500 employees. This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No costs will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 15 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement. If the office has not received any affirmative written responses by Close of Business (COB) STATED BELOW a Sole Source, Firm Fixed Price Contract will be accomplished with Connect Tech Inc. 42 Arrow Road Guelph, Ontario, Canada NIK 1S6. Place of Contract performance: 307 E. Popson Ave, Bldg 1400 RM 413, Edwards AFB, CA 93524. This is not a small business set-aside. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Anticipated Award Date is 5 DEC 2012.
