Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO website serves as alternatives in case the FBO website is unavailable. Naval Surface Warfare Center Crane has a requirement for the design, manufacture, and installation of a Heating, Ventilation Air Conditioning (HVAC) and Auxiliary Systems (AUX) refresh for Environmentally Controlled Rail Cars. The anticipated Contract Line Item Numbers (CLINs) are as follows: CLIN 0001 First Article Unit and Installation, CLIN 0002 HVAC AUX Systems, CLIN 0003 Installation of CLIN 0002 onto Government Furnished Rail Car, CLIN 0004 Shipping, CLIN 0005 Spares, and CLIN 0006 Data. A minimum of 9 HVAC AUX systems (including 1 First Article) and a maximum of 22 units will be ordered. One (1) First Article unit shall be required 8 months after contract award and shall be included as part of the production quantity. Inspection and acceptance will be at origin by NSWC Crane personnel with an acceptance period of 60 days. Delivery of the first nine (9) units shall be FOB Destination to Contractor ™s installation location. Any additional quantities shall be FOB Destination to Naval Surface Warfare Center, Bldg 41NE, 300 Hwy 361, Crane, IN 47522-5001. The Contractor shall design, manufacture, and install the HVAC AUX systems in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 29 November 2012 and is expected to close on or about 03 January 2013. This requirement is 100% set-aside for small business IAW FAR 19.5. The applicable North American Industry Classification System (NAICS) code is 333415 with a size standard of 750 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 5-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will be awarded. Award will be made to the responsible Offeror whose offer is the best value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO and NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the websites listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
