- National Aeronautics and Space Administration (NASA) Dryden Flight Research Center (DFRC) intends to extend Contract No. NND06AB40B with MECx, LP (MECx) on a sole-source basis pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, in support of the NASA/DFRC Code SH, Safety, Health, and Environmental Office. The objective is to extend the performance period for five (5) months plus seven (7) one-month options. This extension will ensure program continuity and critical mission support while allowing the necessary time to complete ongoing efforts associated with a competitive follow-on procurement. The current Contractor provides mission critical safety, health, and environmental support services for the NASA/DFRC Edwards and Palmdale locations. Services are currently obtained using a hybrid firm-fixed price (FFP) and indefinite delivery, indefinite quantity (IDIQ) contract. The Contractor provides all resources, including labor, supervision, materials and management necessary to operate safety, health and environmental support service functions as described in the Statement of Work. The extension will increase the current contract value and extend the period of performance for five (5) months plus seven (7) one-month options, for a total potential extended performance period of up to twelve (12) months, from December 1, 2012 through November 30, 2013. The current contractor, MECx, is considered the only contractor that can meet NASA/DFRCs requirements given the potentially short period of performance for the extension. Award to another source while the competitive process for a follow-on contract is occurring would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Award to another source while the competitive process for the follow-on contract is ongoing would also not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling NASA/DFRCs requirements. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort to the identified point of contact IN WRITING no later than 4 PM PST on November 23, 2012. Such communication of capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications will not be accepted in response to this notice. The Government intends to acquire a commercial item using FAR Part 12. All responsible sources may submit an offer, which shall be considered by the agency. NASA Far Supplement Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Patrick C.
