Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does not constitute a request for proposal, request for quote or invitation for bid. The proposed contract will be a combination Firm Fixed Price Indefinite Delivery-Indefinite Quantity, performance-based contract for HVAC Chemical Treatment Services at Naval Station Norfolk, Norfolk, Virginia. The contract will include one base period of up to twelve months with provisions for four option periods, twelve months each, total duration not-to-exceed sixty months. The contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide HVAC Chemical Treatment Services that shall include, but not limited to, development and implementation of a HVAC Water Testing and Treatment program for Water-Cooled Chiller/Closed Loop Systems and Water Cooling Towers, as well as the development and implementation of a Boiler Water Testing and Treatment Program; and perform maintenance and incidental repairs for installed equipment and systems. The proposed procurement is 100 % set-aside for small business. The North American Industry Classification Standard (NAICS) Code for this procurement is 238220 with a small business size standard of $14 million. The solicitation will be available on or about November 30, 2012 in electronic format only and will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil/. Estimated proposal due date shall be approximately 30 days after the solicitation is posted. Notification of any updates or amendments to the solicitation will be posted on the NECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR UPDATES. The Government will not provide hard copies, facsimile or CD-ROM copies or Plan Holders Lists. Offerors will be evaluated using the Lowest Price Technically Acceptable Method. The solicitation will utilize the following evaluation factors: Price, Corporate Experience, Safety and Past Performance. The offeror ™s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, price and other evaluation factors considered. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/.
