Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.3.1.2.1 - the purpose of this SIR is to obtain information, which will ultimately allow the FAA to identify an Offeror that provides the best value, make a selection decision, and award a contract. The FAA Eastern Service Area, Georgia Acquisition Office, has a new construction effort for electrical Upgrade at Greer, South Carolina ATCT. This is solely set-aside for Pre-Existing/Qualified Contractors under the FAA Eastern Logistics Service Area Southern Region General Construction Basic Ordering Agreement (BOA). The FAA is requesting offers from interested sources on the qualified list that are capable of providing electrical upgrade at the Greer, South Carolina ATCT. The lowest price, technically acceptable source selection process will be used to meet FAA's best value criteria. The procurement is intended to result in an award of a firm, fixed price (FFP) Call Order contract. This means, each responsive Offer will be considered and an award of a firm, fixed price contract will be made to the lowest priced offer meeting or exceeding the acceptability standards of the (non-cost/price) factors. The Principal North American Industry Classification System (NAICS) code for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors with a size standard of $14M. The performance period is 180 calendar days, following the issuance of a Notice to Proceed. The price range for this requirement is between $100,000 and $250,000. Performance and payment bonds are required. A mandatory pre-offer site visit will be conducted on December 4, 2012 at 10:00 AM EST at Greer, South Carolina ATCT. All attendees must contact Joshua Greene (Joshua.Greene@faa.gov) at least 5 business days (November 27, 2012) in advance and no later than 4:30 PM EST to participate in the site visit. Attendees must have a Government issued ID. FAA reserves the right to communicate with one or more Offerors at any time during the procurement process. Written questions or comments on this solicitation must be submitted to the FAA no later than December 10, 2012 at 2:00 PM EST. Send email messages to Nadia Shash at (nadia.shash@faa.gov). Questions and Answers that clarify SIR details may be provided to all Offerors; however, the source of the questions will not be identified. Offeror submissions must be received no later than December 27, 2012 at 4:30 PM EST to the address below or by email to nadia.shash@faa.gov. Overnight delivery of responses to this SIR may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at the Southern Region Office. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the offeror does not acknowledge it, the offeror may be considered non-responsive to the solicitation. All amendments must be acknowledged.. The FAA will not be liable for any costs associated with the preparation of responses to the SIR, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
