Description
This is notice that Naval Special Warfare Group Four, JEB Little Creek, Virginia Beach, VA 23459 intends to award a sole source Firm Fixed Price Contract to Blackbird Technologies, Inc, 13900 Lincoln Park Drive, Suite 400, Herndon, VA 20171 for a mission critical training course on using Electronic Security Proprietary Software to maintain continuity and proper functionality on existing system software by deploying personnel. This is a sole source procurement under the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1(b) (1). All responsible sources who feel they should be considered qualified to provide the foregoing service may submit a written Statement of Capabilities. The Statement of capabilities must contain sufficient detail to allow the Government to determine if the party can perform this requirement. This requirement is for the delivery of the following services: Provide -A 40 hour course in which students develop an understanding of the vulnerabilities of locally stored data, historical records, and deleted files, as well as the potential for the compromise of sensitive data when utilizing both wired and wireless networks. Students shall learn how to protect sensitive data, reduce the threat of electronic profiling, and use the driving problem of secure and anonymous communications as a framework for their studies. - Training shall be conducted for 10 students. Performance Period: Performance shall begin 0n Monday, December 01, 2011 and shall be complete On Friday, December 14, 2012. All questions shall be sent to the Contract Specialist, LaVern Whitfield, at (757) 763-4430 or email arethalia.whitfield@navsoc.socom.mil not later than 2:00pm, EST 30 Nov 2012. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This Notice is not a request for competitive proposals. A Solicitation will NOT be issued. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
