- Pre-solicitation Notice for JTCTRS Pre-solicitation Notice: Synopsis Contracting Officer Zip Code: 45433 Classification Code: 6930 - Operation Training Devises Contracting Officers Address: 2300 D Street, WPAFB, OH 43433 Subject: Joint Terminal Control Training and Rehearsal System Proposed Solicitation Number: FA8621-12-R-6335 Anticipated Closing Response Date: 16 Jan 13 Contracting Officer: Bill E. Oswald III Contract Line Item Numbers: TBD Anticipated Contract Award Date: Nov 13 Contractor: TBD Description: The United States Air Force will be conducting a source selection resulting in the award of a single contract to a single offeror to develop, produce, field and support an upgradeable mission simulation system that has joint applicability for training personnel in all Services for a period of performance beginning upon contract award through 31 Dec 2021. The anticipated RFP release date is 17 Dec 12. Offerors will have 30 days to respond to the RFP once released. The contractor must meet the requirements of the Performance Specification, Statement of Work, and all other Request for Proposal (RFP) documents. The anticipated Fixed Price Incentive Firm (FPIF) will develop a fully specification-compliant system with options to produce and field 51 devices, establish and perform contractor logistics support and training system support center activities for the developed system and any future configurations, implement additional capabilities of the system to include Distributed Mission Operations (DMO) connectivity for ACC and AFSOC. This will be a competitive best value trade off source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). Award will be made to the offeror who is deemed responsible in accordance with FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements, and is judged, as based on this solicitation, to represent the best value to the Government.
