- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport, RI intends to award a firm fixed price contract for the manufacture and delivery of coupler and counterweight assembly kits in accordance with Government drawings. A First Article Test kit is required. Quantity: Base and Options up to 1250 kits. The drawings will NOT be posted on our website. In order to receive the drawings the vendor must be registered in the Joint Certification Program. All requests for drawings must be sent to Lisa LaBelle via email to: lisa.labelle@navy.mil. The request must include the solicitation number, vendor ™s JCP certification number, and Cage Code. Delivery is F.O.B. Destination, Newport, R.I. This procurement is 100% set-aside for small business. NAICS Code: 332710. Size Standard: 500 employees. Estimated Request for Proposals (RFP) release date is 5 Dec 2012. Technical proposals are required. Evaluation will be based on Best Value. Evaluation Factors: Technical Performance (Technical Capability and Past Performance) and Price.
