- Justification and Approval Document INTENT TO SOLE SOURCE - The U.S. Army Corps of Engineers, Middle East District intends to award a sole source, follow-on task order to Stanley Consultants, Inc. out of Muscatine, IA. Stanley Consultants, Inc. is the Design Engineer of Record for the UMMC Gulf project. The original task order, Task Order 0030, was awarded to prepare the design RFP packages for the UMMC Gulf Projects. This new task order will be issued to continue the development of a single technical RFP package for use in all construction contract bid documents to construct the facilities for the UMMC Gulf Projects. The A-E firm will modify the existing items that were designed within the initial task order per customer direction and will reincorporate the revised designs into the RFP Package.
