December 14, 2012 (projected) (15) Contractor. KPMG, LLP (16) Description. The proposed contract action consists of professional advisory and consulting services necessary to address Risk and Fraud within the FHA portfolio. As a part of the contract, the following services are expected: project/program management; requirements analyses/needs assessments, feasibility assessments, market analyses, alternatives analyses; COTS/SaaS evaluation, configuration, testing, deployment and training; change management for technology insertion; data strategy development, data extraction, data cleansing, data transformation, and data integration; business intelligence/reporting capabilities; business process and policy implementation; file and process reviews; and general consulting advisory services. The contract period will be one year in duration. The government will issue a written solicitation and will request written proposals in response. The anticipated award date will be December 14, 2012. The Government intends to solicit and award the contract on a sole source, non-competitive basis to KMPG, LLP for the following reason: The identified contractor provides unique services to the Government that are highly specialized in nature and critical to modernizing FHA's technology infrastructure as articulated in the FHA IT Strategy and Improvement plan submitted to Congressional Committees in August 2009.The Contractor is the only source capable of providing support implementing loan level file reviews through the PETR business processes application as they have successful experience maintaining the design and implementation of the PETR application and post endorsement file review processes. Additionally, the Contractor has unique business relationships with HUD and HUD's business partners to facilitate the data sharing necessary to address immediate risk areas regarding oversight and fraud detection capabilities. The Contractor alone has relevant experience with several internal organizations such as HUD's Risk & Compliance (R&C) Service Group, Forensic Practice and Business Intelligence service that have been leveraged to support targeted loan-level PETR and pre-claim file review services. These unique, specialized skills, capabilities, relationships and experience cannot be duplicated and are needed to support these FHA programs. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
