Description
THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The United States Mint is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. The following shall be included in the capabilities statement: (1) Relevant Experience, no more than two (2) projects, to include experience in performing efforts of similar size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contract value. No more than two relevant projects shall be submitted; and, (2) Company profile to include number of employees, office location(s), DUNS number and CAGE Code. BACKGROUND: The United States Mint at West Point currently encapsulates approximately 1.8 million coins annually at West Point Facility. After the striking operation, numismatic coins are encapsulated by manual insertion into a plastic capsule,which is then placed into a display case. The United States Mint at West Point seeks to automate the numismatic encapsulation process. The automated system will be utilized to process gold, silver, and platinum numismatic products exclusively. The current encapsulation process consists of a process where each coin is encapsulated in-between two capsules, a top and bottom capsule, and assembled on the bottom capsule tray. Coins are nested into the bottom capsule obverse-up, with acrylic capsules varying in diameter and thickness. Capsule trays vary in quantity depending on the denomination that is being processed, but once the tray is fully populated, it is then automatically routed for use in a pick and place operation. The United States Mint's quality standard requires that there be no visible dust, marks, abrasions, or scratches on coins or capsules. SPECIFICATION: This specification covers a turn-key, self-contained system to automate the encapsulation process for Mint coins. The United States Mint at West Point requires an automated encapsulation unit as a secondary unit to add capacity to an existing unit that is in use at West Point, however, space is at a premium at the United States Mint at West Point, and it is of utmost importance that this unit comply with specified United States Mint constraints. The encapsulation system must accommodate a minimum run rate, fit within a specified amount of space, and must require no more than two employees to operate the equipment. The automated system must not interfere with the United States Mint ongoing production requirements. The second automated encapsulation unit must be as similar design to the first unit as much as possible. The United States Mint at West Point seeks a systems integrator that can provide a turnkey project. The contractor shall provide proof of concept, fabrication, assembly, factory test, delivery, installation, start-up, Mint test, training, documentation, and spare parts for the automated encapsulation system. All equipment, system design, software, controls, programming and debugging shall be the responsibility of the contractor. The United States Mint intends to a release a Draft RFP within the next 120 days. This RFI does not constitute a solicitation and should not be construed as a commitment of any kind by the United States Mint to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges by the United States Mint will arise as a result of Contractor submission of responses to this notice or the United States Mint use of such information. The United States Mint reserves the right to reject, in whole or in part, any Contractor's input resulting from this notice. No contract will be awarded from this announcement. Data submitted in response to this notice will not be returned.
