- Description
- The Missile Defense Agency's Space Development Center, Schriever Air Force Base, Colorado intends to negotiate and award a sole source contract modification to Northrop Grumman Aerospace Systems (NGAS) under the authority of 10 United States Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, titled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." NGAS has been the prime contractor on STSS-D and its predecessor programs since 1991. The purpose of the contract modification is to perform the following requirements: Operate and sustain the STSS-D satellites: The contractor will provide the capabilities and personnel necessary to operate and sustain the system (i.e., keep the space vehicles and ground system ready to effectively collect and process data) to support the government-requested tests. Manage the ground segment operations center: The contractor will provide fixed and mobile communications processing, display, storage equipment, and computer software necessary to receive and implement taskings from the Missile Defense and other agencies. The contractor will work with government personnel in the planning of activities while providing command and control of the space and ground segments, data processing, and reporting results to stakeholders. This notice of intent is not a request for competitive quotes. Any responses to this notice must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Responses may be submitted via email to Resia.Wood@mda.mil and Jennifer.Mattivi@mda.mil if the total file size is less than 5MB or mail them to the address stated below. Response to this notice must be submitted no later than 12:00 p.m. Mountain Standard Time, 15 calendar days after the date of this announcement. The government will not reimburse any costs connected to submitting a response to this notice. A determination by the government not to compete this proposed contract modification based on responses to this notice is solely within the discretion of the government.
