- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with Kongsberg Maritime Ltd to conduct an engineering study in order to support the CLUSTER TOPGATE Technical Refresh program. The first and only developer of the outboard imaging module was Kongsberg. Kongsberg designed, manufactured, and supported the Underwater Camera System (UCS) module of CLUSTER TOPGATE since the first prototype. In FY13, the CLUSTER TOPGATE tech refresh is focusing on updating two specific components of the UCS module, the camera inside the UCS and the protective dome that covers the UCS and protects the camera. Award to Kongsberg is required to meet technical and schedule requirements, going to another contractor would incur unacceptable cost and schedule impacts to the project. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q0400, which is expected to be on or about 04 Dec 2012.
