Evaluation Criteria for A&E Services at Joint Base McGuire-Dix-Lakehurst General Information Document Type: Sources Sought Solicitation Number: 2013 A&E at Joint Base MDL Posted Date: 20 Nov 12 Response Date: 21 Dec 12 Archive Date: Classification Code: C - Architect Engineering Services Contracting Office Address Marlow Dotts, Contracting Specialist 87th CONS/LGCB 2402 Vandenberg Ave Joint Base, McGuire-Dix-Lakehurst, NJ 08641-5104 Description: The 87th Contracting Squadron will be soliciting a multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Service Contract for Environmental and Hazardous/Toxic Type Services. The intent is a 100% Small Business Set-Aside to select up to four (4) Small Business firms: two (2) Small Business, one (1) Small Disadvantaged Veteran Owned Business and one (1) Women Owned Business. The North American Industry Classification Code (NAICS) is 541310 - Architectural Services. The size standard is $4.5 million. Services will be required for planning, implementation and removal of Environmental Hazardous Toxic Waste (HTW) and Environmental, Hazardous, Toxic, Radiological Waste (HTRW). The A-E will be required to prepare Request for Proposal (RFP), develop designs, plans, and specifications and cost estimates for identification, assessment and removal of HTW and HTRW. The A-E may be required to provide construction and management support services when investigations, repairs and upgrade of facilities have asbestos and toxic material abatement part of the work. Verification of existing underground utility locations, sewerage systems, studies and designs for potable water are needed. Projects may range from performing human health and ecological risk assessment, to interior and exterior renovations of mission, base and community support facilities that may need upgrades to utility infrastructure systems (i.e. HVAC systems). Services required under this contract are not considered mission essential. Submissions received in response to this notice will be evaluated by a board of professional engineers and others in accordance with FAR Part 36.6 with the following selection criteria. The selection criteria are listed in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including but not limited to, experience in energy conservation, pollution prevention, waste reduction, Leadership in Energy and Environmental (LEED) design and the use of recovered/recycled materials; (3) Past performance on contracts with Government agencies and private industry in terms of cost controls, quality of work and compliance with performance schedules; (4) Location in the general geographical area of Joint Base, McGuire-Dix-Lakehurst (within 500 miles of Trenton, NJ) and knowledge of the locality of the base; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the proposed services. (5) Capacity of firm and project teams to accomplish multiple task orders up to $500,000 per task order within 90-120 days. (6) Implementation of the Design Quality Control Program. (7) Program management process/plan for handling Joint Base MDL projects (i.e. customer support, design quality control, timeliness/completion of submissions and follow up). Qualified firms desiring consideration shall submit one (1) bound hard copy with tabs and four (4) CDs containing the following: Standard Form (SF) 330, Part I and Part II - Architect-Engineer Qualifications and SF 330 Supplemental Information (see Attachment 1). An SF 330 is also required for each consultant or joint firm. Submissions are due by 12:00 PM EST on 21 Dec 2012 to the Contracting Office address noted above. Fax submissions are not acceptable. Nonresponsive submissions will not be considered by the A-E selection board. Text for each applicant is limited to 50 pages each, exclusive of indexing tabs, project photos or drawings with brief captions. The SF 330 is available on the GSA website: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF. All firms interested in responding to this announcement must be registered with the System For Award Management (SAM) at https://www.sam.gov. Failure to register will render a qualified firm ineligible to receive a contract award. This is not a request for proposal. Contract Information: Environmental and Hazardous/Toxic Type A-E design services for Joint Base MDL, NJ will be procured in accordance with The Brooks Act (PL 92-582) and FAR Part 36. The Government anticipates award of four (4) A-E IDIQ contracts: two (2) Small Business, one (1) Small Disadvantaged Veteran Owned Business and one (1) Women Owned Business. The contract will be awarded with a one-year base and four one-year option periods. The task order limit for the base and option periods is limited to $1,000,000 maximum. Cumulative amount of all task order fees will not exceed $5,000,000 over the life of the contract. All task orders will be negotiated and issued on an as-needed basis. Should the incumbent A&E contractor's option not be exercised, or if termination of contract(s) occurs, the process for selecting replacement contracts shall follow the same process and procedures as used in selecting and awarding the basic A&E award(s). The Government reserves the right to evaluate submissions from the initial list. The contract is anticipated to be awarded in Feburary or early March.
