Description

Description The Department of Veterans Affairs is looking for firms that are classified under one or more of the following SBA programs: 8(a), HUBZone, SDB, WOSB, SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 236220, Small Business Size Standard of $33.5 million. A bid bond as well as performance bond will be required. This Sources Sought is for a Design Build Contract. Project is for the design and construction of a new 522 spaces, multi-level parking garage at the Veterans Affairs Medical Center in Fayetteville, Arkansas. The VA intends to issue a concept design for the project that will consist of preliminary concept drawings and a Basis of Design. The Design-Build contractor selected will be required to design the garage to VA standards and criteria through a professional engineering and architectural firm and then physically construct the garage. The design of the proposed garage is intended to complement the historical Georgian buildings located on the Medical Center campus, and the facade is highlighted with metal louvers around the base, vertical architectural precast columns and a fascia at the top level. The proposed garage includes structured parking (522 spaces for a mix of staff, patient and visitor parking), stairs, elevator lobbies, water room, electric room and an elevator equipment room along with site and utility work. The estimated magnitude for this project is between eight and a half million ($8,500,000) and eleven million ($11,000,000). At this time, no solicitation exists; therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. DUNS, 6. Business size determination and qualifying Small Business status, 7. Certification of Small business Status, 8. Available Bonding Capacity, 9. Construction experience of similar projects in size and complexity. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities and experience to perform the listed tasks. The capability statement is not to exceed 5 pages. Please provide your responses by email (ONLY) by December 3, 2012 to the Andrea Morris, Contract Specialist, email address, andrea.morris6@va.gov. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Small business concerns failing to respond to this add will not be precluded from responding to the solicitation. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
