Description
Draft LMSI J&A This notice of intent is to negotiate a labor hours, up to four (4) month, bridge extension with LMSI under the authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This bridge will allow for post-Sentinel follow-on efforts to be competed in accordance with FAR 16.505(b)(1) amongst the Alliant contract awardees. Sentinel is a mission critical enterprise system in use by over 30,000 mission and support personnel per month. An acquisition package is being developed to conduct a competitive procurementto replace the existing contracted support services essential to operating and maintaining Sentinel. The bridge for extending the existing contracted support services under contract number DOJ-FBI-2006C-2428, NIH CIO-SP2i contract, is necessary to: 1. Ensure competitive procurements are conducted in the best interests of the Government, 2. Provide continuity of operations and maintenance (O&M) activities, including perfective system enhancements, that further stabilize the system and adjust to priority user needs, 3. Prevent derogation of system quality or potential loss of information, and 4. Ensure users are provided policy and procedural application support as the FBI continues to improve efficiency by applying the capabilities delivered by Sentinel. An acquisition package is in development that will result in a Request for Proposal (RFP) to re-compete the existing support service contract. A contract award is anticipated by late winter, early spring 2013. As a result, the temporary bridge extension is required to provide sufficient time to prevent a gap in performance until a new contract is competed and awarded. Incremental funds are available under FY13 program funds to support the necessary bridge extension to the existing contract. The bridge extension is to FBI contract number DOJ-FBI-2006C-2428, which will be modified in accordance with FAR 52.217-8, to extend the period of performance. The period of performance for this bridge extension shall begin on December 15, 2012 and will not go beyond April 5, 2013. The Draft Justification and Approval (J&A) is hereby posted for public inspection. There will not be a solicitation issued for this bridge extension, and any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition for this bridge period will be advantageous to the Government. Responses to this notice are due by noon (12pm) December 5, 2012, and are to be sent to karen.king@ic.fbi.gov. This notice of intent is not a request for competitive proposals, as a solicitation is being prepared to compete this requirement in early 2013.
