- Al Dhafra Vehicle Lease IDIQ, Performance Work Statement dated 1 Aug 2012 Al Dhafra Vehicle Lease IDIQ, Vehicle Cost Per Month Excel Spreadsheet Al Dhafra Vehicle Lease IDIQ, Past Performance Questionnaire Al Dhafra Vehicle Lease IDIQ, Solicitation FA5706-12-R-0030 including Sections L & M This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 380th Expeditionary Contracting Squadron intends to award competitively a contract for vehicle lease services at Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. The contractor shall provide safe operational vehicles and service in accordance with the attached Performance Work Statement (PWS). The contractor shall provide specified vehicles and all services required to keep the vehicles in a safe, operational condition. Vehicles will be delivered within the time frame specified in the PWS and must meet minimum acceptance criteria provided herein. From this solicitation a single award IDIQ, non-personal service contract is expected to be awarded on a Lowest Priced Technically Acceptable with Acceptable Past Performance basis. The contract is expected to commence 1 Jan 2013 and will include a base year plus four option years. The Government has no obligation to exercise options, even though the options will be included in the overall price evaluation. The offeror must comply with Section L "Instructions to Offerors-Commercial Items" and Section M "Evaluation-Commercial Items" of solicitation FA5706-12-R-0030 when submitting a proposal. The following four (4) paragraphs represent partial excerpts from the proposal. The offeror is responsible for complying with ALL criteria specified in Sections L and M of the solicitation. 1. Offerors shall submit a Firm Fixed Price for individual vehicles, to include not only the base year but also separate prices for all option years. The prices given for each vehicle must be entirely inclusive of all costs for leasing that type of vehicle in one-month increments, to include the associated maintenance costs. The offeror shall utilize the Excel spreadsheet entitled "Vehicle Cost Per Month", included as an attachment to the solicitation, to propose the price for an individual vehicle. A separate tab has been included in the Excel sheet for the base year and each option year. When issuing Task Orders, which will utilize the individual vehicle prices, the Government has the right to dictate the number of vehicles required. 2. The offer must also submit an overall Firm Fixed Price based on the quantity of vehicles specified in CLINs 0001 - 0100 of solicitation document FA5706-12-R-0030. The quantity specified in the solicitation document is for evaluation purposes only. The line items, or CLINs, in the solicitation document represent the quantity of vehicles required per month. The unit price represents the total cost for the quantity of vehicles specified on a per month basis. The extended price represents the cost of the vehicles for a one year period, or the unit price multiplied by twelve. The offer does not need to propose a price for CLINs 0101 - 0105. 3. The Government shall utilize the following subfactors: Maintenance and Recovery Response Plan, Quality Control Plan, and Technical Specifications of Proposed Leased Vehicles to determine if the offeror has the technical knowledge and capacity, maintenance plans, and leasing capabilities to manage, deliver, provide maintenance and respond to vehicle leasing services in accordance with the requirements of this solicitation. 4. The attached past performance questionnaire should be sent by the interested offeror to previous clients detailed in the offeror's proposal. Information should be provided detailing to which customers the contractor sent the Past Performance Questionnaire. Data independently obtained from other Government and commercial sources will also be utilized by the Government during the past performance evaluation. A complete proposal, including past performance questionnaires, MUST be received no later than December 7, 2012 at 1700 hours Local Time, Abu Dhabi, United Arab Emirates. Please note that proposals submitted through e-mail should not exceed 9MB due to size limitations. The proposals should be broken into separate emails and labeled 1 of 5, 2 of 5, 3 of 5, etc. Any proposals that are late as a result of e-mail issues shall not be considered for award. It is the responsibility of the offeror to ensure proposals are submitted by the deadline. Zip files will not be accepted.
