Description
General Services Administration (GSA) Federal Acquisition Service (FAS) Southwest Supply Operations Center (SSOC) Acquisition Division (QSDLA) Branch 2 (QSDLAB) LIMITED-SOURCE JUSTIFICATION IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY The requiring agency is the DoD Acquisition Support Branch located at Bldg 3300 75th Ave. Landover, MD 20785. The contracting activity is the General Services Administration, Global Supply, Southwest Supply Operations Center, 819 Taylor St., Fort Worth, TX 76102. DESCRIPTION OF THE ACTION BEING TAKEN This action is to request the approval for a Firm-Fixed Price Delivery order for the supply of sixteen (16) each Pioneer Solo Global Rapid Response Intelligence Package (GRRIP), Klas p/n KLAS SOLO-0001 and fifty (50) each Pioneer Express GRRIP, Klas p/n KLAS-FACP-0001-S. The total estimated value for this effort is $2,001,000.00. There is a need to purchase these two (2) items from Immix Technology Inc., GS-35F-0265X, which will be used to support the customer's mission critical objectives. This requirement for the Pioneer Solo GRRIP, Klas p/n KLAS SOLO-0001 and Pioneer Express GRRIP, Klas p/n KLAS-FACP-0001-S are only available from one GSA Schedule contract, Immix Technology Inc., GS-35F-0265X. This LSJ supports the Request for Quote (RFQ) for the sixteen (16) each Pioneer Solo GRRIP, Klas p/n KLAS SOLO-0001 and fifty (50) each Pioneer Express GRRIP, Klas p/n KLAS-FACP-0001-S. The RFQ and approved LSJ will be posted to GSA e-Buy under GSA Schedule 70 titled GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY EQUIPMENT, SOFTWARE, AND SERVICES, Special Item Number (SIN) 132 8, Purchase of New Equipment - SUBJECT TO COOPERATIVE PURCHASING. DESCRIPTION OF SUPPLIES REQUIRED TO MEET AGENCY's NEEDS The customer has submitted two (2) fully funded requisitions, HH447522080518 and HH447522089519, using DD Form 1348-6 and a signed Inter-Agency Agreement (IA). This Sole Source Justification serves to support the brand name procurement of sixteen (16) each Pioneer Solo GRRIP, Klas p/n KLAS SOLO-0001 and fifty (50) each Pioneer Express GRRIP, Klas p/n KLAS-FACP-0001-S to be delivered to the Acquisition Support Branch located at Bldg 3300 75th Ave. Landover, MD 20785 in support of Army DoD operations. PRODUCT NO. 1: Pioneer Solo GRRIP, Klas p/n KLAS SOLO-0001 This hardware based solution provides the single used with a highly efficient system for connecting remotely to TS/SCI networks with little more than a laptop, encryption device and cell phone. Key to the SOLO is the KLAS Router software client that provides all of the routing and acceleration features found in the well established AN/PRC-15 GRRIP, making SOLO completely interaoperable with existing Points of Presence (PoP). Key Features PIONEER SOLO provides a single user with the same operational performance characteristics and enhancements as our multiuser systems. Tested and certified with Android based cellular phones. AES 256 IPSEC VPN for added TRANSEC protection Field proven TCP acceleration using the KLAS Router KTR software client PRODUCT NO. 2: Pioneer Express GRRIP, Klas p/n KLAS-FACP-0001-S KlasPioneer Express GRRIP (AN/PSC-15) is a light, fully featured, mobile SIPRNET case designed for the first-in-communicator. It weighs less than 28lbs. and all the components fit in a single, ruggedized case measuring 16"x13"x6.87". The GRRIP has a 3 hour battery and accepts a wide range of AC and DC inuts. It is quick to setup and is designed around standard applications such as Microsoft Outlook. It has everything needed to deploy a mobile office to the field including a laptop, red-side router, black-side router, TCP accelerator, phone handset and battery. It supports the Talon Type 1 encryption PCMCIA card and includes a BGAN satellite phone for remote operation at broadband speeds. IDENTIFICATION OF STATUTORY AUTHORITY This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) program. The primary statutory authorities for MAS are Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 253(c)(1), and Title 40 U.S.C. 501, Services for Executive Agencies. The circumstances and rationale for limiting consideration to select schedule contractors for award follows: FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. DEMONSTRATION OF THE PROPOSED MANUFACTURER'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY The KlasPioneer Express GRRIP (AN/PSC-15) is a light, fully featured, mobile SIPRNET case designed for the first-in-communicator. According to the customer's sole-source rationale dated July 16, 2012, All IT/Communication equipment such as the GRRIP must be tested for operability, inter-operability and security reasons. In addition, much time and effort is spent ensuring the equipment and software associated with the GRRIP passes procedural and security aspects in accordance with all appropriate regulations. Once the particular make and model of GRRIP passes this rigorous testing and has been accepted the technical agency personnel can quickly install, manage, operate and maintain several of identical GRRIP applications. If the same make and model GRRIP cannot be procured each time the agency would spend additional time and resources applying the same methods to each different make and model. The agency currently utilizes the KLAS GRRIP system and is approved for use by the agency personnel who, subsequently are trained on this particular brand, make and model. Procuring any other make or model would likely cause a delay in the agencies readiness rating as it would take months to clear and approve the new model, additional months to deploy the new units and technical personnel to train agency members worldwide. DETERMINATION THAT THE ANTICIPATED AWARD WILL BE THE BEST VALUE A best value determination will be documented. Prior to placing the order, the Contracting Officer will seek price reductions from Immix Technology Inc., GS-35F-0265X, listed under Schedule 70, Special Item Numbers 132 8. As a matter of indirect pricing comparison, the Contracting Officer will seek out additional pricing data and recent sales history from Immix Technology to substantiate the price reasonableness of these GRRIPs. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED Market research obtained from GSA Advantage indicates that there are over 1,100 vendors listed under GSA Schedule 70, GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY EQUIPMENT, SOFTWARE, AND SERVICES, and Special Item Number (SIN) 132 8, Purchase of New Equipment - SUBJECT TO COOPERATIVE PURCHASING. However, market research also shows that only one (1) vendor, Immix Technology Inc., GS-35F-0265X, currently offers a GRRIP that meets the customer's unique technical requirements for accessories to the existing rapid deployment intelligence packages that will allow deployed troops to have a rapid, seamless operations without losing secure communications.
